The Opportunity

USAID/Egypt is designing a multi-year, multi-location Family Planning Program (Osra) that will aim to improve quality in Family Planning/Reproductive Health (FP/RH) service delivery through increasing demand for voluntary contraceptive use, and enhancing data systems and use for targeted planning, decision-making and to inform policies. The Government of Egypt (GoE) is highly committed to improve the usage of contraceptive services to maximize health outcomes for the people of Egypt in the context of rapid population increase. This program will also have relevant results to empower women to participate in the workforce​, and engage the private sector.

The Technical Lead for Social and Behaviour Change (SBC) will provide technical leadership for OSRA with the support of other technical staff. This role will also liaise with USAID, GOE and the Ministry of Health and Population (MOHP) to ensure timely communication and reporting. The candidate of this position will be a key member of the USAID Bidding Process.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

QUALIFICATIONS

  • Minimum of Master’s degree or equivalent in Health Promotion, Mass Communication, Behavioural Science, Public Health, Health Sciences, Health Policy and Administration or other related fields;
  • At least seven to ten years of relevant technical experience, management, supervisory, and technical experience working in complex development programs related to FP/RH care performance improvement that are of similar scope and scale;

EXPERIENCE AND SKILLS

  • Demonstrated abilities and experience in effective development of large-scale SBC strategy and materials; development and implementation of community engagement strategies; participatory formative research and training facilitation
  • Experience and successful performance in working in family planning/reproductive health, with successful experience with private sector engagement and with adolescents and youth preferred
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations, including under limitations determined by project work plans or donor regulations;
  • Demonstrated problem-solving skills, collaboration experience (including with line ministries), creativity and willingness to innovate;
  • Proven capacity in building and effectively supervising a diverse team;
  • Familiarity with and understanding of USAID regulations, policies and procedures or those of other donors;
  • Fluent oral and strong written English and Arabic communication skills required;
  • Strong skills in program documentation and report writing;
