Background

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization founded in 1956 and working in over 30 countries around the world. DRC has been operating in the border areas of south-eastern Turkey (Hatay, Şanlıurfa, Kilis, and Kahramanmaraş) since 2013, serving Persons of Concern (PoC) including Syrian refugees and the affected host communities. As the conflict stretches on in Syria, DRC remains committed to developing long-term solutions that serve the needs of displaced Syrian and other refugees and migrants currently living in Turkey.

DRC collaborates with local non-governmental organizations (NGOs) in its protection and economic recovery programs. As part of our partnership strategy and commitment to localization, we contribute to the capacity strengthening of our local implementing partners.

Training Objective

The overall objective of this training is to support local civil society organizations in further developing and improving their knowledge on psychological first aid (PFA). The training will be primarily for one implementing partner of DRC that runs livelihood centers as part of an economic recovery program aimed at enhancing the employability and self-reliance of refugees. The primary audience of the training will be the counselors of the livelihood centers who provide counseling to people of concern to understand their existing skills sets, motivations, and aspirations, and jointly identify relevant livelihood pathways. It is not uncommon for counselors to receive clients who are experiencing emotional distress, which could be due to a multitude of factors such as economic challenges, protection risks, and post-traumatic stress related to war and displacement. Therefore, the purpose of the training is to help the counselors provide humane, supportive and practical help to such individuals they may come across in the line of their work. Relevant DRC staff may also join the training.

Training Scope of Work

The training entails delivering an online or in-person training (8 learning hours) for field staff of local NGOs to help participants learn the core actions of PFA and describe ways to apply them in different scenarios and with different survivor needs.

Both theoretical and practical aspects should be covered during this course to help the participants better understand PFA and apply it with the people of concern where needed.

The training should cover the following topics:

  • The definition and objective of PFA
  • The impact of trauma
  • The concepts and applications of PFA (Who, When, Where?)
  • Principles of PFA (Safety, Dignity, Cultural Sensitivity, etc.)
  • People with special needs and tailoring the PFA (i.e. children including adolescents, people with health conditions or disabilities, and people at risk of discrimination or violence)
  • Providing PFA (Techniques and “Dos” and “Don’ts” of PFA)
  • Responder’s self-care

Learning objectives for the participants:

  • To understand the purpose of PFA; and when, how, and with whom to apply it
  • To understand the different effects of trauma on physical and mental health
  • To learn the principles of PFA
  • To understand the different categories of people and tailor the PFA accordingly
  • To learn how to apply PFA
  • To understand the Dos and Don’ts of the PFA
  • To learn to provide self-care to oneself as a PFA responder

Training Deliverables

  • The attendance sheet signed by participants
  • Design and deliver training on PFA to local NGO staff (20-30 participants) in line with the above minimum description. The training should be at minimum 8 learning hours, organized in September 2022.
  • Provide one report for the training conducted including recommendations for continuous support and development for participants.
  • Conduct pre and post-test to assess participants’ skills and knowledge improvement and include recommendations for further learning in the training report.

Geographical Locations and Time

This training will be conducted on an interactive online platform or in-person setting (the location will likely be Gaziantep), for a duration of min. 8 learning hours. Consultant to submit the technical and financial proposal for both modalities.

The trainer will organize all technical arrangements if the training is conducted through an online platform.

Language and Methodology

The training will be provided in Arabic. The format of the training is expected to be with practical activities and handouts which will be given to the participants prior to the meeting date.

The training course should include different teaching methods such as:

  • Group-work
  • Brainstorming
  • Questions and answers
  • Roleplay
  • Short presentations

Consultant Profile

The Consultant (s) is expected to meet the following criteria in order to be eligible for this work:

General

  • 5-8 years of increasingly responsible professional experience in the area of psychological counseling, or psychosocial education
  • Demonstrable experience in designing and implementing online and offline training and workshops.
  • Excellent communication, facilitation, and interpersonal skills.
  • Fluency and excellent writing skills in Arabic and English.

Specific qualifications

  • Experience working in a humanitarian setting with people affected by conflict and displacement. Previous experience working with Syrian refugees in Turkey will be an asset.
  • Experience in culturally sensitive programming is essential.
  • Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
  • Knowledge, skills, and experience in participatory methods for community development and mobilization.
  • Advanced University Degree or equivalent in social sciences, psychology, psychological counseling, or other fields directly related to the substantive area identified in the title of the training

Submission Guidelines

Interested candidates are requested to submit the following by August 16, 2022:

  • Technical proposal demonstrating a clear understanding of the ToR and expected deliverables, as well as describing the training methodology, plan, and tools to be used
  • Timeline for delivery of the training with detailed activity schedule
  • Example of PFA training agenda
  • Example of pre-post test learning tools for participants
  • A financial proposal inclusive of all costs needed for the work (Consultant to submit two different financial proposals for online and in-person training)
  • CV of the consultant(s) demonstrating qualifications and experience in similar workshops and organizational development
  • One sample of previous assignment showing experience related to this assignment (include evidence of work done)
  • Two references related to relevant work previously conducted
