Job Purpose

The main objective of the role is to ensure that sustainable frameworks, tools, practices, processes, and capacities related to monitoring, evaluation, and learning are maintained or established to support accountable and evidence-driven humanitarian programming. The incumbent will proactively engage on, promote, and conduct, activities tied to the operational framework and the Ukraine and Impacted Countries Crisis (UICC) Learning Strategy, within the in-country IFRC team and all involved National Societies (NSs).

The MEL Delegate will work in close collaboration with the Regional Head of PMER, the Regional PMER Coordinator, and the members of the UICC Learning Committee, and PMER focal points across the region to coordinate, implement and strengthen monitoring, evaluation, and learning mechanisms across multiple levels of engagement – from affected populations to senior management and inform operational planning and decision-making in support of improving program quality and accountability. Solutions developed in the wake of the emergency appeal are to be utilized also beyond the immediate scope of the response and are intended to also influence and inspire approaches in learning and monitoring of the IFRC globally.

Job Duties and Responsibilities

Monitoring

  • Design and support the cross-country analysis of monitoring data, with particular focus on means to measure impact and quality.
  • Where relevant, find and integrate existing enhanced data collection tools to improve uptake and familiarity, as well as widen the audience engaging with and utilizing the monitoring results.
  • Provide technical guidance to programme staff to help them incorporate the appropriate Monitoring and Evaluation systems (e.g. post- distribution monitoring (PDM), survey design) for their areas of expertise, including setting up
  • Support monitoring of implementation’s progress via IFRC funding in the Ukraine Emergency Appeal (EA).
  • Provide monitoring support to NSs and technical teams in large cross-regional programmes under or outside the EA.
  • Actively engage in the MEL capacity development of the NSs to facilitate the collection and reporting of activity monitoring data.
  • Support or prepare analysis of monitoring, through reports, data visualization and ensure it is evidence based, user- friendly and accessible for those managing the operation, to inform decision-making and strategic planning.

Evaluation

  • In coordination with IFRC and National Society teams, drive the design and implementation of evaluations and reviews.
  • Prepare, design, and implement any necessary surveys, such as baseline surveys, reviews, evaluations or lesson learning exercises or other relevant studies, in response to operational requirements.
  • Participate in any internal reviews of operational progress, including lesson learning
  • Verify all review or evaluation work is evidence based and considers the outcomes, as well as the outputs of the response, to ensure that this informs future operational decision-making and quality programming.
  • Facilitate appropriate follow-up to learnings and recommendations.
  • Where required, in consultation with relevant NSs, develop guidance, considerations, and/or feedback on evaluation materials including TORs, inception reports, and final reports.

Learning (operational and organizational)

  • Develop and finalize the action plan to implement the learning strategy for the Ukraine and Impacted Countries Crisis.
  • Act as the Learning coordinator for the Ukraine learning strategy, including managing the implementation of the Learning Strategy and drafting of supporting documents.
  • Coordinate learning initiatives with Membership and Movement partners, and where relevant, cultivate external knowledge partnerships.
  • Create and implement initiatives that foster Membership-wide and Movement-wide sharing of operational learnings.
  • Ensure that learnings within the region can be utilized and contribute to initiatives across the IFRC Secretariat.
  • Guided by the Ukraine and Impacted Countries Crisis Learning Strategy, design and organize learning events (trainings, workshops, webinars, etc.).
  • Proactively advocate for, advise, and guide National Society and IFRC Secretariat Staff on organizational and operational learning.
  • Through MEL activities and sensemaking processes, support the development of advocacy products and initiatives in order to drive achievement of set targets.
  • Promote a culture of accountability with management and across all sectors.

Support the evidence-base of Monitoring and Evaluation work to inform accountability to donors and partners.
