Summary:

ME&A is recruiting for a Deputy Chief of Party / Operations and Finance Manager for an upcoming USAID-funded
Monitoring, Evaluation, and Learning (MEL) contract in Guatemala. The purpose of the contract will be to serve as a
central platform for ensuring that development programs funded by USAID in the country to achieve their intended
results through strong performance management of services in an efficient and cost-effective manner, with a focus on
monitoring technical services; evaluation of technical services; and learning and adaptive management services. This position is full-time contingent upon a contract award.

Responsibilities:

The Deputy Chief of Party / Operations and Finance Manager shall be responsible for ensuring day-to-day operations related to project activities
as well as establishing and maintaining the project’s financial integrity. S/he will draft and edit contracts and monthly
project status reports, manage project logistics, draft Professional Service Agreements (PSAs), carry out day-to-day
accounting and financial functions, review financial documents for accuracy, monitor project expenses, and ensure that
financial and account functions of the office are carried out within the framework of ME&A and USAID policies and
procedures. The ideal candidate will be a dynamic individual who is effective in navigating volatile political environments.
S/he will also bring expertise coordinating with government entities, partner organizations, and program stakeholders,
and the ability to work effectively and respectfully with individuals from diverse backgrounds. This is a full-time position
contingent upon the successful award of the activity.

Qualifications:

  • Bachelor’s Degree in business, accounting or finance.
  • At least six (6) years of years of experience in operations and finance for USAID funded programs, including in a
    management or supervisory role.
  • Experience overseeing contracts and compliance, financial management and reporting, office logistics, and project
    travel and vehicles.
  • Ability to track, manage, and report large amounts of data accurately and timely.
  • Proven knowledge of bookkeeping and accounting principles, practices, standards, and USAID and Guatemalan
    government regulations and protocols.
  • Advanced computer skills in MS Office, accounting software and databases.
  • Ability to establish and maintain professional relationships with clients.
  • Ability to work across and communicate with all levels of management and staff.
  • Ability to prioritize work and meet deadlines while handling multiple tasks within a fast-paced environment.
  • Strong attention to detail.
  • Fluency in English and Spanish required.
