Project Context and Scope: EU Funded Project under the Regional Development and Protection Programme (RDPP) – “Action to Support the National Coordinating Committee on Combating and Preventing Trafficking in Persons to Create a Safe and Secure Environment in Egypt” – Phase II Expected outputs of the consultancy at this level may relate, inter alia, to providing technical support, leading group dynamics, and undertaking report drafting or project-wide proposals. Provide expert advice to officials of the National Councils on data collection standards and equip the three National Councils (NCCM1, NCW2, NHCR3) with quality assurance procedures to be implemented on data available on the database. In addition, the consultant would assess the needs and gaps existing in the databases operating at the National Councils and provide recommendations for data unification among the three entities. 2. Scope of Work: The consultant shall review the existing database procedures available at the National Councils (NCCM, NCW, NCHR). The consultant will carry out the following: • Review current available datasets at the National Councils, identify the gaps in the data collection system and advise on the additional data and procedures requirements. • Design the structure and format for each item/section to be included in the database. • Develop data collection tools to be applied in all databases, in close consultation with internal IT team in all councils. • Unify the data collection system and procedures among the three councils. • After reviewing the data available, the consultant shall develop and implement procedures for quality assurance. Present a clear diagnostic and future steps to enhance the data collection and reporting systems addressing all gaps identified and provide recommendations to all entities through a roundtable discussion. 3. Organizational Department / Unit to which the Consultant is contributing Protection Division, Counter Trafficking Unit. 4. Tangible and measurable outputs of the work assignment: -First deliverable – Submission of a detailed report following the Preliminary Meetings with National Councils and other relevant entities. Report shall include gaps identified, plan of action and a clear timeline for conducting the works. First instalment payment after the validation of the report by the project team – Deliverable by email after two weeks of the assignment. -Second deliverable – Submission of a detailed report following the visits at the National Councils’ database operations. Report shall include meeting results and future actions. – Deliverable by email after 8th week of the assignment. -Third deliverable – Develop and implement procedures for quality assurance of data collection – Second instalment payment after the validation of the report by the project team – Deliverable by email on 11th week of the assignment. -Final deliverable – Final Report ready for publication and presentation to the National Councils– Third and Final instalment payment (no less than 25% of overall contract value) after the validation of the report by the project team – Deliverable by email by 12th week of the assignment. 5. Education, Experience, and/or skills required: • Bachelor’s degree in relevant field (computer science, information technology, business administration, management information systems). Vendor certifications and/or formal training on database. administration preferred. • At least ten (10) years of working experience with recognized technical expertise in designing, developing and administering database technologies. • Experience of training users in using database and information systems. • Demonstrated technical writing, analytical, presentation and reporting skills. 6. Languages ▪ Fluency in English and Arabic is required (oral and written). 8.
