1. Background

1. The World Intellectual Property Organization (WIPO) is a specialized agency of the United Nations, with 193 member states. WIPO’s headquarters are based in Geneva, Switzerland.

2. WIPO’s mission is to lead the development of a balanced and effective international intellectual property (IP) system that enables innovation and creativity for the benefit of all. WIPO’s mandate, governing bodies and procedures are set out in the WIPO Convention, which established WIPO in 1967.

3. The Internal Oversight Division (IOD) at WIPO is an independent internal oversight body that provides Management of WIPO with systematic assurance, analyses, appraisals, recommendations, advice and information, through the undertaking of independent internal audits, evaluations, inspections and investigations.

4. As part of its oversight strategy, Internal Oversight Division is enhancing its Data Analytics and Continuous Auditing program to add more value and further support the efficiency, effectiveness, and quality of the work of the Division.

2. The objective of the assignment

5. The Internal Oversight Division (IOD) has foreseen contracting one data scientist/analyst (consultant) for one year (September1, 2022, to August 31, 2023). The selected expert will assist in supporting the IOD data analytics and continuous auditing program in collaboration with other relevant stakeholders.

3. Deliverables/services

6. The consultant shall fulfill their duties in line with the WIPO Code of Ethics, and shall sign a non-disclosure agreement.

7. IOD will ensure access to relevant documentation, and tools, as well as the engagement of relevant WIPO Sectors/Departments/Divisions throughout the process.

8. The required deliverables are as follows:

(a) Deliverable 1: Inventory of relevant databases and related tables to support data analytics

9. Under the guidance of the Internal Audit Section, the consultant will liaise with relevant internal stakeholders to develop an internal inventory of relevant databases and related tables of the Organization’s ORACLE PeopleSoft system that can be utilized when running data analytics tests. The inventory will include a description of the table along with other relevant properties, including ODBC settings that enable the connection of the analytics application GalvanizeTM (formerly ACLTM ) to selected databases.

(b) Deliverable 2: Updated data analytics guidelines and practices

10. The consultant will review and update existing ACLTM (GalvanizeTM analytics) scripts, and develop new scripts as required to support the continuous auditing exercises of IOD. Areas covered will be selected based on risk assessments, and management concerns among others.

11. The consultant will support IOD in identifying new areas for testing, and develop appropriate scripts as required. The consultant may also be called to work with IOD in supporting other internal stakeholders, to assist them in developing tests that could support the effectiveness of their internal controls. This could be done using ACLTM (GalvanizeTM analytics) or other available tools.

(c) Deliverable 3: Continuous auditing exercises and reporting

12. Support the implementation of at least two planned Continuous Auditing exercises and the preparation of related reports. The objective of this exercise will be to examine transactions in the selected administrative and/or operational areas for adequacy and effectiveness of internal controls, and draw management’s attention to potential weaknesses and risks that need to be addressed to enhance operational efficiency and effectiveness. The workflow of processes being tested will be also documented.

(d) Deliverable 4: Data analytics training and support

13. The consultant will design and conduct two trainings including providing training documentation, for IOD staff members, and review, update, and enhance the current IOD analytics guidelines. The consultant will also provide informal training and answer queries from IOD staff members using the data analytics tool.

(e) Deliverable 5: Data analytics dashboards

14. The consultant will work with IOD to develop dashboards that would further enhance the presentation of test results, using existing tools such as TableauTM or other applicable software.

15. All deliverables will be issued in English.

4. Reporting

16. The contracted consultant reports to the IOD Internal Audit Section task manager, and will submit all deliverables to the task manager for review. The consultant is responsible for the preparation of all relevant deliverables, as outlined in these Terms of Reference.

17. The consultant will submit deliverables in line with a timetable that will be set at the start of the assignment, and revised as needed.

5. Profile

18. The selected consultant shall have the following expertise and experience:

Mandatory

a) Demonstrated experience and knowledge of ACL (GalvanizeTM analytics) scripting; and

b) Experience and Knowledge of OracleTM PeopleSoft or other similar tool.

c) Experience in internal controls, auditing, and risk management

Desirable

d) Relevant professional certifications/qualification relating to among others, data analytics/science, computer science, accounting, finance, internal controls, risk management, and business process mapping are highly desirable;

e) Experience in the use of data visualization tools such as TableauTM, would be desirable;

f) Good knowledge of administrative processes such as financial, procurement or human resources would be an advantage.

g) Experience in providing training in the use of data analytics, and in particular the use of ACL (GalvanizeTM analytics) would be very useful;

h) Experience in implementing data analytics and/or continuous auditing in the public sector and/or International Organizations would be useful.

Other Necessary Skills

i) Proficient in writing and presenting reports;

j) Fully proficient in written and oral English; and

k) Proficient in the use of Microsoft Office Tools.

6. Duration of contract and payment

19. The total duration of the service is equivalent to 220 working days, and will take place between September 1, 2022 and August 31, 2023

20. Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate).

21. Consultants fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The consultant has no entitlement to holidays, vacation or sick leave or to medical insurance or staff pension. Consultants are obliged to pay any taxes due on their payments from WIPO, by virtue of their tax residence, work location or other applicable factors.

7. Required information for the application

22. In addition to providing a detailed CV with the names of two references, the following additional information should be submitted (in the motivational letter section of your application):

(a) A summary of how the candidate’s experience and skills are relevant in achieving the objectives and deliverables outlined in these Terms of Reference.

(b) Any relevant examples of the work of the consultant.

This is a premises-based consultancy assignment with some possibility of hybrid work subject to WIPO rules and operational needs of IOD.
