POSITION SUMMARY

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria under PEPFAR (PSA) is a program that provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners in Central Visayas (VII) and Western Visayas (VI) Regions of the Philippines.

Under the supervision of the Regional Monitoring and Evaluation Officer, S/he will offer technical assistance to ICAP supported facilities to strengthen the use of data capture systems in order to organize, store and analyze quality data with attention to security and confidentiality. The ideal candidate will have a strong understanding of databases, patient-level medical record or case reporting systems such as OHASIS, and data analysis procedures. S/he will provide assistance and training to systems users (SI and technical staff).

Responsibilities

  • Support regional and provincial health authorities to strengthen national tools and processes for data management, access and utilization, to effectively and efficiently scale up and deliver HIV services.
  • Support facilities with electronic data collection, manage routine data, including data cleaning and entry in applicable software platforms to ensure completeness and quality.
  • Support facilities with the use of the national electronic data capture system (One HIV, AIDS and STI Information System, OHASIS) in support of program reporting and program monitoring.
  • Provide technical support to strengthen data management, improve data quality, and harmonization of information.
  • Support rHIVda centers with collection and analysis of recent infection surveillance data, and triangulation with other routine HIV program data.
  • Support facilities with the use of other data capture systems, including electronic medical records for the capturing and analysis of patient level data.
  • Support the SI Officer in the design/development of project databases; testing and implementation of new applications and/or enhancements and modifications to existing systems.
  • Oversee the data cleaning and writing necessary to SQL queries to extract data for routine decision making and other program management tasks.
  • Collaborate with and train the M&E team in how to use the platforms to prepare presentation materials, including appropriate tables, graphics and maps.
  • Perform other duties as assigned.

Qualifications

  • Minimum graduate of bachelor’s degree in Computer Science, Statistics or other related field
  • 1 – 3 years of experience in management and utilization of program data (preferably public health related programming)
  • Experience managing (cleaning, entering, aggregating and generating reports from) data using database platforms
  • Knowledge of database platforms (high-functioning user level required, developer skills not required
  • Knowledge of technological developments/trends in database construction; computer data processing principles; management and data retrieval methods; structured programming, testing, and debugging techniques
  • Ability to analyze operational data requirements and to create and develop databases
  • Experience preparing donor, general audience, and other reports
  • Knowledge of word processing, spreadsheet software, and data processing
  • Experience with or exposure to public health, preferably in the area of TB and HIV is a plus
  • Experience with design of routine health or other social service data collection tools and systems a plus
  • Design and implement systems necessary to collect, maintain, and analyze data
  • Resolve data input problems; create data capture applications and input specifications and to design solutions and modifications to these
  • Develop integral systems capable of verifying data input and correction of errors
  • Experience in monitoring and evaluation of Health and/or HIV/AIDS programs, including planning, design and implementation of M&E systems is an added advantage
  • Experience with digital forms of data collection such as OHASIS, or other data collection software/apps
  • Experience and understanding of the USG and PEPFAR framework and reporting system
  • Filipino national
  • Fluent in English and Filipino

Travel Requirements:

Domestic travels to project sites/partners as needed
