Job Summary:

CARE Ukraine is working to provide humanitarian aid related to the crisis inside Ukraine through partnering with local organisations based inside Ukraine, with all the field implementation work being carried out by partner organizations. The main purpose of this role is to lead on establishing a solid Data Management system for the operation, to enhance the quality and accountability of CARE and its partners.

With support from the MEAL Manager, and the Deputy Country Director – Program Quality, the Data Management Coordinator will be responsible for the following tasks:

  • Quickly establish a Data Management system for the operation to meet the basic data needs.
  • Build the capacity of staff and partners on Data Management.
  • Provide adequate operational support & guidance to partners on Data Management.
  • Support establishing the reporting systems for CARE’s partners.
  • Act as a focal point for the Data Management system and reporting.
  • Visualizing CARE’s work through the production of dashboards, maps and info-G.

The Data Management Coordinator will contribute to the program inside Ukraine through the development, rollout, maintenance and continuous improvement of crucial data management systems. The primary function of the role will be to provide data management support to the operation. This will include database development; supporting the transition from paper to digital data collection tools; managing all activities related to coding (mostly using Kobo) and developing proper databases that meet program needs and produces the minimum data required for CARE. The Data Management Coordinator will work on building the capacity of CARE & partner staff, by coaching and mentoring in addition to conducting formal Data Management trainings. The Data Management Coordinator will report directly to the Deputy Country – Program Quality to support information flow that feeds into CARE’s operation inside Ukraine.

This role will drive the consolidation of the CARE Data Management system working closely with different program staff from CARE and partners. It will work to continuously improve the existing Data Management system in general, with specific focus on the following areas; qualitative and quantitative data collection & data analysis.

Main Duties and Responsibilities:

Job Responsibility #1

Build a Data Management system for the Ukraine operation:

  • Lead on the development of a northern Ukraine Data Management system (data flow, tools, databases etc.
  • Ensure that CARE and partners are using appropriate and standard/harmonized databases and formats.
  • Develop and maintain archiving system for the operation.
  • Lead and maintain CARE’s data protection protocols, ensuring regular spot checks are being conducted.
  • Develop and maintain master database/s in order to better track CARE’s beneficiary reach across different programs/sectors.
  • Act as a reference/contact point for CARE Ukraine for any general information requests (internal & external) related to CARE’s operation.
  • Ensure that CARE & partners are collecting at least the minimum data required for CARE for different program/monitoring activities.
  • Liaise with any external consultants supporting the development of Data Management systems.
  • Design, generate and assist with periodic reports (including the CI Sitrep, and monthly program reports).
  • Provide technical support for a CRM system and ensure ongoing technical maintenance of the online complaints system.
  • Whenever possible, attend key internal briefings, external meetings (e.g. cluster & coordination meetings).

Job Responsibility #2

Information Management support to team (CARE & partners):

  • Work closely with program staff in order to provide relevant Data Management support as needed.
  • Support the program officers in reviewing the databases/tools they are using and provide suggestions on how to improve it.
  • Ensure proper Data Management support to each sector- specific team.
  • Lead on data collection sampling methodology and contribute to tools development when needed (eg: assessments, evaluations)
  • Translate questionnaires into digital data collection tools using KOB
  • Conduct data quality checks and ensure that datasets are clean and reliable
  • Manage activities related to KOB, including managing the server, building survey forms, managing data, and extracting reports.
  • Contribute to the development and roll out of SOPs for information sharing and reporting.

Job Responsibility #3

Building capacity in Information Management:

  • Based on partner’s OCDs, work on developing long term plans in order to improve partners’ Data Management system (at the organizational level).
  • Develop a time-bound DM capacity building plan for CARE & partners and conduct training sessions in-person (and remotely as needed).
  • Continuously identify capacity gaps among partners and build their capacities accordingly through training and coaching.
  • Support the training of partners, third party monitors and monitoring consultants in the use of agreed DM tools and formats and ensure their full implementation.
  • When needed organize short training sessions for CARE staff on key common topics (e.g. Microsoft office)

Job Responsibility #4

Data visualization:

  • Develop maps reflecting the CARE Ukraine operation using software (eg QGIS) on regular basis.
  • Develop information sharing products for the response (eg infographics & dashboards).
  • Develop inter-active maps for the Ukraine operation reflecting current operations, for all available grants and programs.

Other:

  • Any other task as required by line manager.

Key Interactions:

Internal: Project Managers, MEAL and Partnerships Manger, Country Representative, technical leads., other CARE staff.

External: Implementing partner, particularly its MEAL & Data Staff.

Qualifications:

Required:

  • Education to BSc/BA/BEng level in Social Sciences, Information Management, Statistics or related field
  • Previous relevant experience such as data collection and analysis, software engineering, conducting surveys/assessments
  • Extensive experience and skills in knowledge and database management
  • Strong skills in excel and other data management & visualization software
  • Ability to work both in an advisory and a hands-on implementation capacity
  • Good command of the English language (written and oral)
  • Good command of the Ukrainian language (written and oral)
  • Strong organizational skills
  • Pro-active and helpful attitude, ready to take on a variety of new tasks
  • Ability to multi-task and manage competing priorities
  • Attention to detail
  • Excellent communication and influencing skills across a range of stakeholders, but particular with partners

Desired:

  • Minimum 3 years of professional experience in MEAL/Data for NGOs
  • At least 1 year experience of a MEAL related role in a remote management humanitarian context
  • Experience working with local partners
  • Ability to facilitate/conduct technical capacity building events for partners, face to face & remotely
