Operational Context:

The United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect and assist refugees and other persons of concern.

In 2021 some 96,000 people crossed the Mediterranean Sea and reached the shores of Italy, Malta, and Spain. Furthermore, some 124,700 were intercepted and disembarked back in the Northern and West African countries of Algeria, Libya, Mauritania, and Tunisia. The situation in the mixed movement context in Office of Special Envoy for Central and West Mediterranean (OSE) situation works in supporting the UNHCR operations working in the mixed movement context. The movement of people through land and sea routes continues unabated, and we are enhancing our efforts in monitoring and recording these movements. OSE continues to support the efforts in Reunification of Children with their families, works diligently in monitoring the expulsions of people from northern African countries, and monitoring of Search and Rescue Activities in the Mediterranean. Our support extends to some 27 UNHCR country operations both in Africa and Europe.

UNHCR is looking for talented individuals for the Data Management Associate to enhance its ability to implement data management, collection, collation, coordination, and analysis with our field operation. The Data Management Associate supports the data collection, collation and development and implementation of Information Management products such as Fact Sheets, Dashboards, Mapping and other visualization methods for reporting and monitoring of population movement. The incumbent helps with collection and consolidating all necessary data for the products to be prepared and published in a timely fashion. S/he ensures that data management is conducted in line with best practice and organizational guidance, and take protection concerns into consideration. The incumbent plays an important role in building the capacity of UNHCR personnel and partners. S/he advocates and shares information and analysis on the mixed movement population data with UNHCR and partners.

.Functional Statement:

  • Collect, collate and process information and perform data quality and consistency control.
  • Assist in compiling and aggregating information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • Assist in implementation and operationalizing context-specific common data standards and promoting them with UNHCR operations and partners.
  • Support the office in the analysis of processed data and information and perform data quality and consistency control.
  • Work collaboratively with the team to understand end-user requirements to provide technical solutions and for the implementation of new IM products.
  • May be required to collect GIS data, update maps and undertake field trips to project sites.
  • Archive and backup datasets and database systems; ensure security and protection of data.
  • Perform any other related duties as requested.

Essential Minimum Qualifications and Experience:

  • Education: University in computer science, engineering and/or any data management related fields,
  • Excellent knowledge of UNHCR`s mandate, registration and work with persons of concern
  • Excellent oral and written communication skills.
  • Fluency in English and working knowledge of another relevant UN language or local language.
  • Strong research and analytical skills.
  • Strong interpersonal and cross-cultural communication skills.
  • The ability to work effectively under stress and in crisis situations.

For G6 – 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher

Relevant Job Experience

  • Microsoft SQL Server (2005 or later) Certification. Knowledge of Microsoft Access. Completion of UNHCR learning programmes or specified training relevant to the functions of the position, preferably in progress data management. Previous experience working with UN/UNHCR.
