The Data Management Assistant will function under the supervision of the Head of National Office in close coordination and consultation with the Regional Information Management Officer. The incumbent will provide assistance for the management of data collection and reporting activities of the operation, to ensure the Office has reliable and up-to-date data on persons of concern. The incumbent operationalizes data standards developed at the regional level, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.
S/he is required to have basic conceptual knowledge of the profession, be dynamic and able to take on higher responsibility progressively. In performing his/her functions, the incumbent will refer to official UN and UNHCR manuals and guidelines. Upon receiving instructions from the supervisor, the Data Management Assistant is also expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, support data management activities and implement administrative requirements.
The United Nations High Commissioner for Refugees (UNHCR) is the UN Agency dedicated to protect the rights and seek durable solutions of people who have been forced to flee, including refugees, returnees, stateless people, the internally displaced and asylum-seekers. UNHCR has presence in more than 125 countries.
The National Office in Honduras opened in 2015 in order to strengthen UNHCR’s protection work in the region as part of the UNHCR’s Regional Protection and Solutions Strategy for the Northern Triangle of Central America.

Duties and Qualifications

The Data Management Associate will be supervised by the Associate Information Management Officer or a colleague at a higher level, who provides the UNOPS contractor with general guidance and workplans.

Contacts are mainly with colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.

Duties:

  • Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
  • Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
  • Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
  • May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.
  • Archive and backup database systems; ensure security of databases; perform database administrator functions.
  • Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
  • Ensure that the clients’ databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
  • May be required to support registration activities including ProGres technical support and on-site assistance.
  • May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
  • Develop forms and tools for data collection and analysis.
  • Have access to relevant data and records.
  • Perform other related duties as required.

Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

  • Complete secondary education preferably a Bachelor equivalent or higher in Information Technology, Demography, Statistics, Social Sciences or any related area.
  • Fluency in Spanish and good working knowledge of English.

b. Work Experience

(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

  • 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

Required:

  • Knowledge on cleaning, consolidating, interpreting, analyzing and visualizing data
  • Knowledge on Kobo, ODT or similar
  • Advanced Excel knowledge
  • Advanced Power BI knowledge
  • Good analytical and research skills, ability to evaluate and integrate information from a variety of sources
  • Oral and written comprehension ability: able to understand complex processes based on incomplete and fragmented information
  • Ability to express himself/ herself both orally and in writing: able to explain technical or complex subjects in an understandable way, both orally and in writing
  • Ability to learn and process new information
  • Ability to formalize informal processes

Desirable:

  • Knowledge on ArcGIS, R, data mining or machine learning
  • Knowledge on databases and software programming
  • Good knowledge of institutional mandates and policies related to international protection, human rights and migration
  • Takes responsibility for incorporating a gender, children and diversity perspective in the project
  • Good knowledge and/or experience of the United Nations system or humanitarian stakeholders and its mechanisms
