WEC background:

UNOPS Water and Energy Cluster (WEC) supports the design and management of multi-stakeholder initiatives by providing services in financial and grant management, procurement, human resources, and project management. The cluster has supported projects in the areas of water resource management, climate change adaptation, mitigation and transparency, energy access and distribution, and environmental conservation under the Paris Agreement. The WEC has also supported operations and financial management services, in Vienna, the rest of the ECR region, and beyond. The main partners include UN agencies, bilateral agreements (with the Nordics, Germany, and Italy), the Green Climate Fund, and several NGOs (such as CIFF and CWF).

NDC Partnership project:

The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) – each country’s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together nearly 200 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnership’s work through 120 partners supporting almost 80 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. UNOPS support to the NDC Partnership is provided through the Water and Energy Cluster (WEC).

The NDC Partnership works through country-driven approaches to support countries in planning, coordination and resource-mobilization for the implementation of the Paris Agreement. To date, the Partnership has supported the preparation of Partnership Plans in more than 30 countries. Using the framework of Partnership Plans, the Partnership Support Unit facilitates the interaction between partners and countries requesting support. The Online Partnership Plan Tool was developed based on feedback from members to improve the Country Engagement process by providing a user-friendly, web-based platform to more effectively manage Partnership Plans and generate strategic and operational information for governments, development partners, and other stakeholders, thus contributing to improve resource mobilization, coordination and transparency.

The purpose of this consultancy is to support the continuous development and implementation of the NDC Partnership’s Online Partnership Plan Tool in member countries. The incumbent will respond to the Senior Country Engagement Specialist in charge of the Online Partnership Plan Tool and will (i) provide trainings to the NDC Partnership Unit Staff, government Focal Points, Implementing and development partners, (ii) provide ongoing support to the development and improvement of the system with web developers; (iii) support to prepare, revise and include Plans in the system, (iv) provide support for users, (v) prepare communication materials relating to the Tool and its impacts, and (vi) other tasks related to the mandates of the NDC Partnership.

Functional Responsibilities

The incumbent will support the continuous development and operationalization of the Online Partnership Plan Tool and thus contribute to improving the work of the Partnership relating to NDC planning, coordination, and implementation. The incumbent will work under the supervision of the Senior Country Engagement Specialist in charge of the Online Partnership Plan Tool and will be responsible for content management, development, testing, training, and user support. 1. Development and Testing

● Support the further development of the Online Partnership Plan Tool, including collecting feedback on user needs, ideating, and coordinating scoping discussions on new functionalities.

● Conduct testing of the tool and provide detailed feedback for web developers.

● Lead the interaction with the web developer’s technical team, tracking open tasks and budget and ensuring tasks are completed to the level of quality desired by the SU and on time.

● Consolidate user feedback and prioritize requests for development.

2. Content Management

● Prepare and upload Partnership Plans to the online system in close coordination with the Country Engagement Team, facilitators and focal points.

● Do quality checks for the information in Partnership Plans for the fields related to internal standardized categorizations (e.g., system settings).

● Updating and adapting Country Engagement templates that are affected the Online Partnership Plan Tool and new functionalities of the system.

● Provide guidance for different stakeholders on how to best use the tool and structure NDC Implementation Plans for the system, taking into account country-specific contexts.

● Implement the Online Partnership Plan outreach strategy, including drafting and publishing blog posts, newsletter updates, presentations, the in-country facilitator newsletter, among other informative communication pieces.

● Review and edit web stories, headlines and captions, liaising with relevant teams to ensure accuracy and consistency.

● Update and inform Communications Team and other relevant staff on news stories, articles and publications that may be of interest to senior management.

● Support the substantive revision of content aimed at social media and media outreach, in coordination with the author(s), and communications focal points within relevant NDC-P teams.

3. Continuous User Support

● Develop and update existing training materials for different user groups as needed and as new functionalities are implemented.

● Give trainings on a continuous and regular basis for the different stakeholder groups/user types.

● Provide technical support for users in the form of the helpdesk, open sessions or ad-hoc requests.

Maintain and update system FAQs and video tutorials.

4. Other Support

● Support internal processes that use information from the Online Partnership Plan Tool such as the M&E Framework, the Knowledge & Learning team or the communication strategy of the tool.

● Provide other support to the work not part of the projects above as requested and necessary.

Education/Experience/Language requirements

Education:

▪ Advanced university degree (Master’s degree or equivalent) in International Development, Economics, Engineering, Computer Science, Information Systems, Data Management, Climate Change, Natural Resources Management or a related field is required.

▪ Bachelor degree in combination with additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.

Experience:

Required

▪ At least one (1) year of experience in project management.

▪ At least two (2) years of experience in database management, information systems, data analysis or managing complex datasets.

▪ Experience in developing and delivering technical trainings to different audiences.

▪ Experience and familiarity in the use of MS Excel.

▪ Knowledge and experience with Results-Based Management, preferably in a public sector or NGO setting.

▪ Experience in implementing online multi-stakeholder platforms for climate change will be an asset.

Ability to synthetize complex technical materials to make them concise and relevant.

Language Requirements:

▪ Fluency in English is required

▪ Knowledge of another official UN language (French, Spanish, Russian, Arabic, Chinese Mandarin) and Portuguese is an asset.
