Job Title: Data Analyst (Programmatic Support)

Department/Location: USAID/LAC SPO

Type: Consultancy

Overview: This position is located in the Bureau for Latin America and the Caribbean, Strategy and Program Office (LAC/SPO), which serves as the principal point of contact and coordination on Agency policies and strategies, and provides strategic planning, monitoring and evaluation expertise, communications and outreach guidance, and budget development and oversight for the LAC Bureau and its missions and Washington-based operating units.
This position serves as a Data Analyst on the Strategy Team. The incumbent reports directly to the Deputy Director of LAC/SPO.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Support the incorporation of data and evidence, particularly with regard to LAC regional migration, into Bureau and Mission strategic planning, project and activity design, budget processes, and other monitoring, evaluation, and learning activities.

  • Support LAC/SPO to identify, comprehend and assimilate migration-related concepts, trends, lessons learned based on evidence and data and data visualization into new and future activities and strategies.

  • Advise LAC/SPO on data wrangling, including acquiring, validating, storing, protecting, standardizing, and processing required data and to ensure the accessibility, reliability, and timeliness of the data for its users.

  • Identify potential sources of data, particularly in the area of LAC regional migration, that further evidence-based learning on migration and potentially other priority topics as identified by the Bureau.

  • Consult with stakeholders and customers to identify the appropriate data, methodological approaches, and design.

  • Conduct observational analyses using software and/or programming languages such as R, Python, SPSS, or SAS to explore/group data, test hypotheses, predict outcomes, and inform decisions.

  • Derive meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex). Analyze large, complex sets of data and summarize key findings through visual representation for diverse audiences.

    Deliverables:

  • Establish and implement data standards, policies, and procedures and perform data governance of organizational data.

  • Work with teams to develop data products and definitions.

  • Generate special, high-quality and rigorous thematic reports,analyses, and/or data visualizations on priority topics.

  • Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data.

  • Ensure the quality and accuracy of data and routinely collect and analyze data and information on migration and priority topics as identified by the Bureau.

  • Other data analysis responsibilities and duties as needed.

Qualifications

Minimum Requirements:

  • Experience with statistical software such as SPSS or SAS.
  • Proficiency in presenting data in compelling ways (including data visualization), powerpoint presentations, and experience with quantitative data analysis using R or Stata, use of large country specific data sets and conducting complex literature reviews.

Education:

  • A Bachelor’s Degree in economics, physics, sociology, international development, statistics, or related field with quantitative background, plus at least 2 years of experience preferably in consulting, and in developing countries contexts. Experience should combine high level support, writing skills and empirical research; or
  • A Master’s degree in economics, sociology, international development, statistics, or related field with quantitative background.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the U.S.
