Danish Red Cross’ (DRC) engagement in Sudan is part of a long-term and lasting ambition to ensure that people in Sudan lead safe, healthy, and dignified lives, and are resilient to shocks and crises. DRC wants to contribute to ensure that: 1) people live healthy lives and access essential quality physical and mental health services and psychosocial support, 2) that migrants and displaced persons and their host communities live safe and dignified lives in inclusive communities and access quality essential services and protection, and 3) that individuals, families, and communities are resilient to crises and disasters.

DRC has been present in Sudan since the mid-80s, working closely with Sudan Red Crescent Society Since (SRCS) 2016 as our main implementing partner.

DRC is currently leading complex humanitarian interventions for refugees and migrants with particular focus on psychosocial support, protection and basic assistance. The main programmes focus on protection of vulnerable migrants and improving the psychosocial wellbeing of refugees in Kassala. In addition, DRC is responding to ongoing and recurring humanitarian emergencies in coordination with Red Cross Red Crescent Movement partners.

The current DRC set-up in Sudan consists of a Country Manager, a part time Country Finance Officer, a Programme Manager and a Psychosocial Support & Protection Delegate. The annual budget is approximately 20 million DKK.

We expect the new Country Manager to further develop and scale up the Red Cross Red Crescent impact in Sudan while ensuring compliance and capacity to implement. Moreover, the new Country Manager is also expected to develop a solid relationship with the new SRCS leadership and other partners in country.

Your tasks

The Country Manager is overall responsible for ensuring that the DRC supported country programmes and partnerships are implemented in line with the DRC International Strategy and Red Cross Red Crescent standard operational procedures, as well as donor requirements and guidelines.

The Country Manager will be responsible for:

  • Strategic direction of DRC engagement in the country in alignment with DRC and SRCS strategic priorities
  • Lead and implement the scale up of the DRC country engagement in Sudan, including operationalisation of the fundraising strategy
  • Lead on DRC’s commitment towards strengthened Movement collaboration in Sudan
  • Operationalising and implementing organisational priorities in country
  • Overall management and development of DRC supported portfolio in the country
  • Overall country budget responsibility
  • Represent DRC and develop partnerships with SRCS and other partners in-country partners
  • Lead and manage the DRC team of delegates, including security

The position requires leadership, management, coordination, representation and programme/technical assistance to DRC in-country delegates and SRCS. This will include areas of formulation, implementation, and overall supervision, monitoring and evaluation of various projects, initiative and actions, as well as further development of the partnership and country programme.

Your profile

  • Minimum of 5 years leadership experience in humanitarian contexts
  • Proven expertise with team leading and staff management
  • Master’s Degree in international development or other relevant educational background
  • Experience from the Red Cross Red Crescent Movement
  • Excellent self-management in situations of stress
  • Excellent coordination, networking and facilitation skills

We offer

The delegate will report to DRC Head of Africa Region based in Addis Ababa, Ethiopia.

The duty station is Khartoum, which is considered a family duty station, with regular field trips within the Sudan. The starting date of the assignment is 1 February 2023. The length of the contract will be two years with possibility of extension. The contract will be administered in accordance with the DRC Terms and Conditions for Delegates. The monthly salary including allowances and pension is within the range of 46,200–49,600 DKK, depending on experience and qualifications.
