Austrian Red Cross

The Austrian Red Cross (AutRC) is looking for an experienced and highly motivated CVA Delegate. The delegate is implementing Cash and Voucher Assistance (CVA) activities for conflict affected people in Ukraine.

Main duties and responsibilities

  • Provide technical support and guidance to Ukraine Red Cross Society (URCS) in the planning and implementation of CVA activities, including targeting, beneficiary registration, distribution and encashment
  • Identify transfer modalities including identification of financial service providers
  • Ensure strong approach to beneficiary data management including data protection, developing appropriate and effective community engagement and accountability plans throughout implementation
  • Monitor programme progress and potential changes to the operational context and assess possible risks
  • Coordinate with all humanitarian partners and authorities to avoid duplication and to target all groups in need of assistance
  • Participate in relevant working groups and ensure coordination within the Red Cross and Red Crescent Movement
  • Support the continued digitalization process in CVA with considering special needs of target groups
  • Work closely with the local URCS branches to build capacities in the CVA sector, ensure communication with communities and authorities and align with national guidelines
  • Planning long term assistance through CVA including development of project proposals, project briefs, updates, and case studies on CVA as requested
  • Ensure proper management in terms of finances, reporting, efficiency and timeliness of assistance in accordance with donor regulations

Your profile

  • At least 3 years’ experience in international humanitarian and/or development programming (NGO, IO or Charity)
  • Diploma or degree in related field (e.g. data management or finances) or equivalent training
  • Strong technical knowledge and experience in relevant fields of CVA, expertise in Food Security and Livelihood is a strong asset
  • Experience in a Red Cross and Red Crescent National Society, IFRC or ICRC is a strong asset
  • Ability to work under pressure in a demanding security environment
  • Decision-making and team-working capacities, flexibility to work from different locations in Ukraine
  • Project and finance management skills (including budgeting and budget control)
  • Very good English skills, Ukrainian, Russian and German skills are a strong asset
  • Strongly motivated by humanitarian and development work, and high sensitivity to diversity

About the job

  • Job location: Ukraine
  • Start of employment: as soon as possible
  • Duration: preferred 1 year, with option to extend, at least 4 months
  • Working time: full-time
  • Compensation: depends on qualifications and experience, minimum monthly all-in salary of € 3.600,00 gross
