SECTION 1: INTRODUCTION

2 SECTION 2: REQUIREMENTS

2.1 Background
In 2022, Save the Children will be scaling up its use of CVA for Child Protection through multiple pilot projects. Working off previous activities and research, the goal is to design a robust implementation and monitoring methodology to measure the outcomes of CVA on specific child protection outcomes.
Save the Children has developed a number of approaches on practices and interventions that evidence shows are particularly effective. In 2021, Save the Children conducted an evidence review in ten countries, which highlighted the need for further research on the impact of CVA on three particular child protection risks: child marriage, family separation and recruitment into armed or forces recruitment.
As part of its learning agenda and on-going research programming, Save the Children also focuses on continuing to measure the impact of CVA on two other child protection outcomes: child labour and child wellbeing.
To address the evidence gaps, and to continue strengthening evidence, Save the Children will conduct research in 3 countries in 2022 that will focus on measuring the impact on CVA on child marriage, child labour and child wellbeing. Each selected country will receive a micro-grant to complement existing programming, in order to ensure the methodological requirements of the research (such a control groups) are met.
By bringing multiple countries together and harmonising the MEAL process, we will facilitate peer-to-peer learning and identify similarities across contexts, ultimately allowing us to develop models and frameworks of action.
The process will be internally focused, creating an environment conducive to sharing and learning from experiences among global, regional, and country Technical Advisors.

2.2 Purpose of the consultancy services
The purpose of these consultancy services is to lead on research focused on measuring the impact of CVA on child marriage, child labour and child well-being, in order to generate evidence and learning to inform the design of future programming.
The overarching objective of the consultancy is to learn and improve our programs combining cash & voucher assistance with child protection interventions. We seek to introduce improvements in programme design and operations in course of action, within the selected programmes, and also to document learning and draw conclusions form experience in a way to influence future programming.

2.3 Key activities
The successful bidder will be responsible for the following activities in the three countries:
• Familiarise themselves with: existing literature, data, and projects identifying CP outcomes of CVA programs; existing SC CVA and CP monitoring and evaluation approaches; previous evidence and research on CVA and CP.
• Develop a research question and methodology that is realistic and feasible to implement in the three targeted countries, with existing funding.
• Work with global CVA and CP TAs to design a selection process for countries interested in participating in the research.
• Develop tools required to conduct the research (adapting existing tools and approaches), including baseline, endline, post distribution monitoring and ad hoc qualitative/quantitative monitoring.
• Coordinate engagement with the three countries involved with pilot, in support to the global CVA and CP TAs
• Train country office staff, and provide guidance, support and mentoring on the use and roll out of tools, including data collection (ex: sample size, frequency, selection of beneficiaries etc).

• Support the MEAL leads in the three offices in successfully planning for each survey, ensuring that the required resources are available when needed.
• Clean the datasets of data collection tools (ex: baseline surveys, endline surveys, and PDM surveys) and provide feedbacks and support to CO throughout the implementation of the research.
• Analyze the datasets and coordinate with CO and global TAs to periodically review data, adapt technical approaches, and ensure comparability of results.
• Develop a final report, ensuring it has been reviewed and approved by relevant stakeholders (CO, global Tas, etc)
• Internal presentation of results to SC
• Support the dissemination of finding by identifying relevant forums and spaces of dissemination
• External presentation of results

2.4 Deliverables:
The deliverables of the services will be:
• Item 1: Research question and implementation methodology, which will reflect:
o Specific question that can be addressed by pilot activities, focused on understanding child marriage, child labor, and child wellbeing outcomes
o The realities of the operating contexts where the research will be conducted
o A clear understanding of the programmatic context, existing evidence, and research gaps
o Adaptability and understanding of tools already used by Save the Children
• Item 2: Data collection tools and data collection plan (as agreed with Country Offices). This will include:
o A short overview and guidance on how each tool integrates within the scope and methodology of the guidance
o XLS forms of relevant questionnaires
• Item 3: 1 Training for each country office on the use of the tools
• Item 4: Regular engagement with country offices throughout the project life cycle, including regular follow ups to ensure research timelines are on track/ regular coordination with TAs.
o Regular calls with COs and global TAs on project progress
o Established periodic reviews of project data and recommendations to address challenges
• Item 5: Mid-term review: Presentation to internal stakeholders on progress of the pilot activities and learnings from data available.
• Item 6: Final report. A report that compiles major findings, learning, observations, and recommendations for future programming identified throughout project activities.
• Item 7: Final discussion internal forum: where key findings of the research will be presented
• Item 8: Identification of external forums for dissemination of research
• Item 9: Final external presentation in identified forum.

2.6 Ways of Working
The services are not location bound and can be delivered from anywhere in the world.
The countries to be supported will be agreed upon at the beginning of the consultancy.
The consultant will report to the Senior Advisor, Humanitarian Cash & Markets.

2.7 Required Consultant Experience
The services require the consultant to have:
• Significant experience of MEAL-specific work within an emergency or emergency and development context.
• Proficiency in designing data collection instruments in XLSForm
• Proficiency in data analysis.
• Experience in MEAL capacity building, including training, supervising, coaching, and mentoring.
• Communicating and influencing skills across relevant teams and international offices.
• Strong reporting writing skills.
• Strong analytical and problem-solving skills.
• Great attention to details.
• Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts.
• Strong remote-working abilities.
• Proficiency in speaking and writing English (Spanish, French and/or Arabic is a plus)

2.8 SC US Policies
Consultants will receive and must agree to follow Save the Children’s policies, including Child Safeguarding, Zero Fraud, and others.

SECTION 3: BIDDER’S PROPOSAL
3.1 Service Delivery
Please provide:

• Technical proposal: briefly and clearly describe your understanding of the task, technical aspect of the proposal, and proposed methodology (evaluation strategy, sampling design, data collection methods, data processing & analysis, data quality control measures, and timelines or operational plan).

• Detailed curriculum vitae (CV): detailed CV with contact details (including at least two traceable references). If the consultant is a firm, provide CVs of key staff that will work on the evaluation.

• Financial proposal/budget: broken down into each of the aforementioned “Items” and include: Total consultancy daily rate and estimated number of days (to be negotiated given the flexible nature of the implementation plan)
