Terms of Reference

Background

Collateral Repair Project (CRP), founded in 2006 to support refugees living in Jordan, runs a community center serving urban refugees and Jordanians in the East Amman neighborhood of Hashemi Shamali. With the start of the Syrian refugee crisis in 2011, our work expanded to serve Syrians, minority refugee groups, and impoverished Jordanians, with a focus on assisting extremely vulnerable refugees overlooked by larger organizations. CRP has steadily grown to reach larger beneficiary numbers and expand our services to underserved Sudanese, Yemeni, and Somali refugees through our second community center in Downtown Amman.

CRP’s Leadership in Action (LiA) program was founded in 2018. The program structure is made up of community leadership and advocacy seminars and community service practica. The Leadership in Action seminar component equips participants with skills and knowledge in community leadership, critical thinking, communication and dialogue training, and public advocacy practice. The project implementation practicum component relays participants with the tangible experience of independently designing and leading public interventions that address relevant challenges facing their local community. CRP provides financial and material assistance while also performing oversight for the program.

This consultancy constitutes one part of a three-year project funded by the UN Trust Fund to End Violence Against Women. The aim of the project is to improve the safety and wellbeing of women, girls, and the families and communities they belong to in targeted urban areas of Amman. CRP intends to achieve this through coordinated programming of three types: (1) Gender-Based Violence and Women’s Empowerment awareness raising seminars and a community-led volunteer service program, Leadership in Action, that will plan local interventions focused on GBV and women’s rights; (2) basic needs assistance for vulnerable female-headed households (FHHs) coupled with emotional and economic resilience programming; (3) Help Desk initiation at our community centers to improve help-seeking behavior and meet community-wide needs through internal programming and external referrals to local partner organizations and agencies.

Consultant Task Description

The aim of this consultancy will be to (1) review and update CRP’s Leadership in Action curriculum materials and (2) prepare materials for and deliver a Training of Trainers (ToT) workshop for community facilitators and CRP staff (9 persons) who will give Leadership in Action seminars and oversee community project implementation at Collateral Repair Project in 2022, 2023, and 2024.

Deliverables and Timeline

The consultancy will take place between 2 October 2022 and 16 October 2022 and requires the effort of seven working days. The following table outlines the deliverables and their final due dates:

Consultant Qualifications

Consultant will have:

  • In-depth knowledge and past experience of delivering community leadership training in the Jordanian context.
  • Experience developing and delivering leadership skill development and public advocacy programming with refugees.
  • Past experience developing curricula and training materials in the field of civic leadership and development.
  • Experience in delivering Training of Trainers courses, particularly in supporting trainers with limited or no prior field experience.

Length of Contract

Seven working days completed between 2 October 2022 and 16 October 2022.
