Background

The Kenya Blue Economy Skills Training Program (KBEST) is a 7-year (2022-2029) program implemented by Colleges and Institutes Canada (CICan) and funded by Global Affairs Canada (GAC). KBEST has a strong focus on increasing the equitable participation of girls and women, youth and vulnerable populations in the Blue Economy. KBEST works in collaboration with the Kenyan Ministry of Education, Ministry of Mining, Blue Economy and Maritime Affairs, county governments, civil society, industry, and 24 Technical and Vocational Education and Training (TVET) institutions in the Coast and Lake Victoria regions of Kenya. It will share the expertise of Canada’s colleges and institutes in linking young women and young men, educational institutions, and employers to develop competency-based education and training for employment programs in Kenya around the Blue Economy.

General Expectations

Reporting to the Senior Technical Advisor (STA) and working with stakeholders in the Ministry of Education and the TVET agencies and the Ministry of Mining, Blue Economy and Maritime Affairs, the Curriculum Development Specialist will support the KBEST project team and will act as the principal technical resource to facilitate curriculum development activities between the KBEST Institutional partnerships between Canadian and Kenyan TVET institutions, and Kenyan TVET agencies.

The Curriculum Development Specialist will provide support to the 11 KBEST institutional partnerships, in close collaboration with KBEST’s Occupational Standards Harmonization partnership that brings together the Technical and Vocational Education and Training Authority (TVETA), Curriculum Development, Assessment and Certification Council (CDACC) and Kenya Maritime Authority (KMA).

The Curriculum Development Specialist will provide guidance and support to KBEST institutional partnerships around the harmonization of Occupational Standards in sub sectors of Blue Economy; development of curricula and associated training materials, as well as the approval and launch of the CBET programs in partner TVET institutions. The position expected to involve some travel within Kenya.

Duties and Responsibilities

The Curriculum Development Specialist will support the development of relevant occupational profiles, qualifications and curricula in the blue economy sector and specifically in the fisheries and aquaculture sector, tourism including hospitality/catering, shipping and seafaring, and related trades, together with appropriate training materials. Specifically, the Curriculum Development Specialist will:

  • Support the KBEST Occupational Standards (OS) Harmonization partnership to identify and define required occupational standards, and develop associated qualifications, curricula and related training materials.
  • Monitor progress in the development and implementation of KBEST curricula, and provide guidance on regulatory requirements for curriculum development validation and approval.
  • Support the development of KBEST CBET curricula and provide advisory services to the KBEST project team and institutional partnerships on all matters related to curriculum development.
  • Link the KBEST institutional partnerships to industry associations and Sector Skills Advisory Committees (SSAC) for validation of curriculum as required.

Minimum Required Education and Experience

  • Bachelor’s degree in any of the following disciplines: Education or Social Sciences, Marine Engineering, Catering or Hospitality Management, Fisheries and Aquaculture, or an equivalent qualification from a recognized institution and/or a Diploma in Education or Technical Education or a Post Graduate Diploma in Education (PGDE) from a recognized institution.
  • 3 years’ experience in the area of developing occupational standards, qualifications, curricula and training materials in line with Kenyan TVET Standards.
  • Knowledge of the Kenyan TVET sector including its regulatory agencies.
  • Experience in or knowledge of Recognition of Prior Learning (RPL), micro-credentialing or partial qualifications and the development of conversion courses in line with the Kenya National Qualifications Framework (KNQF).
  • Experience in CBET DACUM and in the development of CBET Curricula, assessment tools and learning guides.
  • Experience in the development of Occupational Profiles and Occupational Standards.
  • Experience in the development of digital content for CBET curricula.

Preferred Skills Abilities, Qualifications, and Experience

  • Knowledge of, and some experience with, Results-Based Management (RBM) and Logic Model planning and reporting frameworks
  • experience working in a donor-funded program environment.
