Job Summary:

Working in close coordination with the CRC MEL Director and CRC programming staff, and with the consortium and LGU partners, you will assist in operationalizing monitoring, evaluation, and learning (MEL) systems in support of CRS’s work to serve the poor and vulnerable. You will help ensure that relevant data are collected, documented, managed, and made accessible to project stakeholders. You will also continuously work towards improving the impact of its programming for the five-year USAID-funded Climate Resilient Cities project, whose goal is to improve resilience by strengthening the adaptive capacities of cities in the Philippines to manage the impacts of climate change and access climate finance and to enhance stakeholders’ knowledge on climate information for planning and decision-making.

Responsibilities for Internal Candidates

Roles and Key Responsibilities:

  • Support the project MEL Director in leading the coordination and implementation of all assigned project MEL activities as outlined in the Detailed Implementation Plan in line with CRS program quality principles, standards and MEAL practices; donor MEL requirements; and industry good practices.
  • Monitor and report any MEL-related challenges and gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
  • Lead the implementation of the project’s feedback, response and complaint mechanism (FCRM). Support actively seeking and responding to feedback from all members of targeted cities and other stakeholders as defined by the FCRM.
  • Lead field-level project M&E activities (including data collection and analysis) and assist city-based staff in complying with M&E processes in line with the project’s Activity MEL Plan. Collaborate with consortium partner(s) to prepare MEL-related aspects of reports per established reporting schedule.
  • Provide M&E support to local government partners during planning and proposal development workshop
  • Complete project documentation for assigned MEAL activities. Assist with identifying information for case studies and success stories and reports on promising practices.
  • Support program learning and decision-making by posing thoughtful questions, engaging with project data, reflecting upon and sharing with project management the information gathered from community members and partners.

Qualifications for Internal Candidates

Education and Experience:

  • Bachelor’s Degree required.
  • Minimum of 4 years of work experience in project support.
  • Experience in the field of MEAL and for an NGO would be a plus.
  • Additional education may substitute for some experience.
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Travel Required

  • Must be willing and able to travel up to 30%
