  1. Background

After several decades of conflict, recurrent natural disasters, limited access to basic services, chronic poverty, drought, and the COVID-19 pandemic, humanitarian needs have increased drastically in the past years in Afghanistan. Afghanistan’s economy was already characterized by high levels of fragility and aid dependence and food security was significantly impacted by drought. The economic impacts of the COVID-19 pandemic, both domestically and internationally, have compounded this fragility. The recent political development, that followed a period of drought and heavy fighting, has plunged the country into an even deeper crisis in the economic aspect including the shutdown of the financial institutions, the suspension of structural international funding, and fears of food shortage and higher inflation.

As per the IPC acute food insecurity analysis, September 2021 – March 2022 which was issued in October 2021, Afghanistan’s food crisis reaches unprecedented levels, as nearly 19 million people are highly food insecure due to prolonged drought, conflict, and economic collapse. Out of the areas analyzed 34 rural and 11 urban analytical domains, 16 rural areas including Kabul and 5 urban areas were classified in IPC Phase 4 (Emergency). The same report stated that the Nutrition Cluster estimates that 27 out of 34 provinces are above the emergency threshold for acute malnutrition including Kabul. At least 3.9 million people need acute malnutrition treatment services in 2021, including one million children under five with severe acute malnutrition (SAM), 2.2 million children under five with moderate acute malnutrition (MAM), and 0.7 million pregnant and lactating women (PLW) with acute malnutrition.

Based on a needs and context analysis, there are no sufficient individuals with the skills to perform nutrition surveys (especially coverage assessments) in Afghanistan. To strengthen the capacity of institutions and organizations in Afghanistan, ACF Afghanistan is organising an inter-agency sensitisation on coverage assessment methodologies and on-the-ground training and facilitation of two SLEAC surveys in Helmand and Daikundi provinces.

Organization’s goals and objectives.

  1. Purpose

The objective of this project is to improve the knowledge of key stakeholders (including ACF, PND and nutrition program implementing partners) about available coverage assessment methodologies and to facilitate on-the-ground training and facilitation of SLEAC assessments in Daikundi and Helmand provinces.

  1. Scope of Work

For the training and conduction of the surveys to be a success, the consultant is expected to:

  1. Share to ACF Afghanistan all training materials and tools prior to the conduction of the training session in Kabul and at provincial levels.
  2. Provide to ACF Afghanistan a list of all training materials to print for the training uses during and after the training sessions.
  3. Lead a 3-day SLEAC manager training with approximately 25 persons including survey managers and other focal points in Kabul from partner agencies and the Public Nutrition Directorate, PND, from Ministry of Health and Population (MoPH).
  4. Produce a training report for the session done in Kabul – pulling out main findings and observations of the SLEAC manager training and drafting a training report that summarizes the key recommendations and way forward agreed in the training.
  5. Develop and present 1 methodology (which will be applicable in the 2 provinces), which can support ACF Afghanistan and its partners in conducting the SLEAC assessments in the 2 targeted provinces.
  6. Lead the development of training materials and survey tools for 2 training sessions of SLEAC survey supervisors in Helmand and Daikundi provinces. ACF Surveillance Team will lead the training sessions.
  7. Support ACF Afghanistan Surveillance team and partners with the planning, implementation and reporting of SLEAC surveys to assess nutrition program coverage in Daikundi and Helmand. The consultant is expected to produce a preliminary and final survey reports.
  8. Key Activities and Deliverables
  9. Training reports for the Coverage (SLEAC) Assessment Methodology: 1 for the session to be held in Kabul and 2 for the sessions to be done respectively in Daikundi and Helmand.

  13. Agreement Terms:
  14. The agreement term is limited to the multiple-time service providing, as mentioned in the present agreement through the contractual period (1 month).
  15. The purpose of this agreement is to address the multiple legal inputs required by ACF, which will be carried out as per individual assignment by the ‘Consultant Law Firm’.
  16. Once the individual assignment is identified, the (‘Consultant Lawyer / Law Firm’) will provide a quotation, methodology and required timeline for deliverable outcome as per the price matrix under the present agreement based on which a purchase order will be issued to the consultant.
  17. The tasks should be carried out and completed in as per schedule which may be changed under compel circumstances.
  18. Once the task is agreed, accepted and deliverable outcomes are received by ACF, ACF will acknowledge the reception through a completion report based on which the payments will be processed and cleared.
  19. The assignment will expire automatically after successfully submission of deliverables as expected by ACF and will remain the property of ACF.
  20. If not renewed or the contract is terminated, the agreement will automatically expire after the contractual period (1 month).
  21. Consultant Competencies and Criteria for Selection
  22. The consultant/ firm should have a minimum of 5 years’ experience in TOT Training and leading SLEAC Assessments.
  23. The consultant should preferably be one who had worked in the past in INGO/NGO/ UN agencies and should have over 5 years experiences on organizational management structure, organizational system operations and procedures.
  24. Experience in conducting related assignments in Afghanistan is highly desirable.
  25. The consultant/ firm should have enough experience data analysis and report writing.
  26. Should have at least Bachelor’s Degree in Public Health, Social Sciences, Nutrition or any related field.
  27. Financial Offer
  28. Consultant will be paid Daily rate, depending on the service requested by ACF. For every assignment, ACF and the consultant will agree on a tentative relevant timeline, after which a work order will be issued based on the timeline and the financial pre-set financial offer as per the framework agreement.
  29. This rate should be inclusive of Vat, Tax & field conveyance. ACF will cater for all administrative costs related to the assigment. Consultant will not be entitled for any other benefits. Payment will be made after making necessary deductions of taxes and VAT as per Government Rules. Payment for the assignment will be made by A/C payee cheque/Bank transfer. All financial offers must be valid for at least 30 Days from the day of submission.

  2. Payment on delivery along with invoice against the purchase order and reception/NOC and accepted by Action Against Hunger.
  3. After Delivery of any consignment at specified focal person, the supplier has to submit the invoice, delivery and reception note authorized by ACF for payment.

  5. Professional Secrecy

Any documents, information or data entrusted to or produced by the Consultant in connection with the assignment shall be strictly confidential and cannot be used by the consultant for any other purpose without written consent of the Action Contre La Faim (ACF).
