With support from the Global Fund, USAID, DFID, the Bill and Melinda Gates Foundation, and other donors, PSI has worked in Liberia since 2008. PSI/Liberia has implemented social marketing and evidence-based behavior change communications to deliver prevention and treatment products and services across a range of health areas including sexual and reproductive health, HIV/AIDS, child survival, WASH, and the Ebola Virus Disease. PSI/Liberia’s historic partnerships with Ministry of Health and with many non-governmental organizations and community-based organizations in Liberia help to expand the reach of health and communication campaigns in alignment with national policy to reach the most vulnerable.

We are looking for a County Level Engineer to provide technical expertise on Sanitation product and service development for a $30 million USAID-funded Countywide Sanitation Activity project in Liberia. The project will implement a comprehensive county-wide approach for sustainably ending open defecation and increasing access to basic sanitation through 1) Improving sanitation governance, 2) Promoting adoption of safe sanitation behaviors, 3) Strengthening sanitation markets and 4) Increasing access to financing for sanitation.

The County Level Engineer is responsible for the implementation of tasks related to designing and development of sanitation production ( Toilet and Handwashing Station) , Capacity building of business partners and local artisans on toilet construction and collaboration with county WASH technical team .

Your contribution

  • Ensure that the toilets built by the masons meet quality standards and norms.
  • Work closely with identified project partners to provide technical assistance in the construction of toilets and emptying services.
  • Collaborate closely with County technicians
  • Identify gaps in skills among the business partners and develop training modules to fill these gaps.
  • Integrate at each stage, when necessary, consumer feedback into product design to improve the production of technical drawings.
  • Contribute to the development of databases with a particular focus on technology in collaboration with the Research and Monitoring and Evaluation Assistant of the project.
  • Engage with government and local partners, and foster coordination and partnership with the private sector and collaborative stakeholders.
  • Work with a wide range of internal and external partners
  • Build the capacity of private sector actors to build and install high quality sanitation products.
  • Support institutionalization of technical training and quality control within government and private sector institutions.
  • Engage local actors to develop plans for ensuring sustainability of technical training and quality assurance.
  • Contribute to project learning documents and reports.

What are we looking for?

  • Bachelors in civil/water engineering or related field
  • Minimum 5 years of engineering experience in WASH, preferably in sanitation
  • Demonstrated experience improving on or designing original WASH products
  • Experience in technical quality assurance and improvement
  • Experience building the capacity of local partners to build and install high quality WASH products and conducting oversight of quality
  • Demonstrated experience documenting designs, processes, and systems in user-friendly reports, manuals, and tools
  • Excellent oral and written communication skills
  • Demonstrated ability to produce product designs in AutoCAD or similar software
  • Citizen of Liberia
