Polish Humanitarian Action (PAH) is currently looking for a Country Security Manager to ensure that organizational security and safety policies and procedures are responsive to the context, are contextually appropriate and known and followed by the staff, and to advise on humanitarian access processes and approaches in close coordination with program teams.

So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of Protection, WASH, MPCA, Food Security and Livelihoods.

Key Duties and Responsibilities:

  • Provide technical support to the Mission on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity;
  • Work with the Mission to develop, consolidate and implement operating procedures and contingency plans;
  • Evaluate, review and update security risk assessments, management plans and contingency plans on a regular basis;
  • Reference and ensure compliance to the PAH security management framework within the security packages and all annexes;
  • Evaluate, review and update the security and safety plans for all PAH sites in Ukraine and ensure that practical preparations are in place and known to all relevant staff;
  • Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards;
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met;
  • Develop and supervise a network of PAH security focal points at each field office and program sites;
  • Identify and provide staff with safety and security briefings and training and work on security capacity building as an ongoing process;
  • Advice on humanitarian access strategies and approaches tailored to local contexts in field sites in Ukraine;
  • Develop ongoing relations and liaise with relevant security actors e.g., NGO and INGO security staff, security forces, local community stakeholders, local authorities, CIMIC, CIMCORD, UNDSS, INSO and other security-related stakeholders and power brokers within Ukraine;

The successful candidate will be selected based on the qualification requirements described below:

  • BA / Master’s Degree in Security, Safety, International Relations or any other relevant field;
  • Minimum 2 years of relevant professional experience in security management or coordination in a Security Department;
  • Minimum 2 years experience of work in the international environment.
  • Skilled in team management and capacity building with abilities to run briefings, presentations and training.
  • Excellent interpersonal skills and ability to work effectively with people at all levels with varied backgrounds, experience and skills and contribute to achievement of common goals;
  • Excellent organization skills, including time management & prioritization;
  • Excellent English language skills (written and verbal), at least C1 level;
  • Good command of Ukrainian or Russian language, at least at B1 level (Polish would be an asset);
  • Sound understanding of local context and humanitarian and humanitarian set-up.
