The Country Safety and Security Manager (CSM) serves as the country lead on safety and security risk management providing technical support and guidance to CRS leadership, staff and partner organizations working in Ukraine. This function is line managed (direct) by the Country Representative (CR) and managed in a technical line (dotted) by the Regional Safety and Security Advisor. This role acts as the technical supervisor for health safety and security staff or equivalent within the country and serves as a core member of the country management team and incident management team.

Roles and Key Responsibilities:

  • Conduct assessments to evaluate operational risk in existing and new programs and propose engagement approach improvements to facilitate humanitarian access

  • Provide safety and security training and orientation to staff and visitors as per CRS policies

  • Support the development of operational approaches for new projects and new areas of activity.

  • Provide security support to CRS partner organizations working in Ukraine

  • Contribute to the strategic discussions of the country management team by identifying risks and trends that may affect CRS operations

  • Produce sound technical approaches to support acceptance skills and strategies and measure the effectiveness of those in our operations

  • Provide extensive journey management planning and monitoring of staff movements

  • Develop appropriate relationships with local authorities, non-state actors and other influential actors in CRS areas of operation and relevant surroundings

  • Build a network of contacts with similar organizations and stakeholders to increase the country management awareness of risks, as appropriate

  • Collaborate with Program decision makers to include adequate safety and security resources in all budgets and proposals.

  • Provide appropriate support to those involved incidents in a sensitive and respectful manner, including when confidentiality is required.

  • Submit incident reports within defined timelines accompanied with applicable ‘lessons learned’ and corrective actions.

  • Ensure that suitable arrangements are in place to effectively disseminate relevant and time sensitive information, guidelines, alerts, and advisories regarding safety and security to Country Program staff and visitors

  • Maintain procedural and technical means of communication

  • Undertake or oversee security risk assessments of potential program areas and design necessary prevention and mitigation measures to support future operations

  • Provide regular situation report (to include situational analysis, actions taken, and actions recommended)

  • Update CRS Field Security Plan and other related documents as needed

  • Regularly monitor and undertake reviews of individual procedures, as well as operational and physical security arrangements and make recommendations to further enhance their effectiveness

  • Lead the development and updating of all Health Safety and Security related procedures, contingency plans, and risk assessments in the country, including:

    • Implementation and renewing of Security Risk Assessments
    • Development and updating of the Field Security Plan, which include standard operating procedures and adapted contingency plans
    • Evaluate, review, and update the Hibernation Relocation and Evacuation procedures for CRS locations in the country
    • Develop and update Country level briefing documents for visitors and new CRS staff
    • Ensure the facilities safety and security requirements are completed and documented for all CRS related facilities and residences in the country
    • Develop and maintain the country safety and security training plan and track compliance

Knowledge, Skills and Abilities:

  • Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision
  • Solid strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgments
  • Presentation, facilitation, training, mentoring, and coaching skills
  • Proactive, resourceful, and results-oriented
  • Honest, rigorous, conscientious, with strong ability to respect and enforce deadlines and procedures

Required Languages – English required. Knowledge of Ukrainian desirable.

Travel – Throughout Ukraine approximately 50% of the time.

Preferred Qualifications:

  • Experience of working in Ukraine and / or comprehensive knowledge of working in conflict and high-risk environments
  • Demonstrated ability to conduct assessments, develop strategy, write plans and procedures, and developing methods to monitor and evaluate the effectiveness of security controls
  • Experience as a trainer/teacher of adults and multi-cultural groups
  • Ability to work independently but also coordinate effectively as part of a team
  • The ability to implement complex contextual analyses and identify trends
  • Experience working in diverse teams with a high level of respect for all types of people
  • Fluency in English, both written and verbal
  • Fluency in Ukrainian, both written and verbal preferred
  • Skilled user of Microsoft office products, mapping tools, and communications related technology
  • First aid / medic qualification(s) preferred.

QUALIFICATIONS

Basic Qualifications:

  • Master’s Degree in relevant field required. Additional experience may substitute for some education.
  • Minimum of five years of experience in safety and security management involving the implementation of complex or multiple simultaneous humanitarian or development projects
  • Able to pass a pre-employment medical and have the physical and health attributes to be able to work in a high stress environment with degraded medical support and capabilities.
