The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Country Representative (m/f/d), Mozambique

GRC is currently seeking an experienced Country Representative (m/f/d) to head the GRC Country Office in Mozambique and continue the excellent cooperation with the Mozambique Red Cross.

GRC has a long-standing partnership with Mozambique Red Cross (CVM) and supported the successful implementation of various projects in the past years. At present, the focus is to increase CVM’ readiness to anticipate and respond to disasters. Based in Maputo, the Country Representative represents the German Red Cross in the country and supervises the international GRC team in Mozambique with more than ten dedicated team members. The Country Representative is the responsible manager of a Disaster Risk Reduction project, which is funded by the German Federal Foreign Office.

Duration: 12 months (with the possibility of extension)

Location: Maputo, Mozambique

Main duties & responsibilities:

Country Representative:

  • Ensure and facilitate a close coordination and cooperation between Mozambique Red Cross Society and German Red Cross and further develop the GRC country strategy and profile according to the current situation and needs.
  • Manage and further develop the GRC Country Office based on a risk analysis, including finance, procurement, HR, security, inventories, fixed and financial assets following GRC guidelines and procedures.
  • Manage and supervise the GRC team in country.
  • Monitoring and analysis of socio-political developments in country with a particular focus on the humanitarian sector and disaster management.
  • Represent GRC at country level and maintain close cooperation with the RC/RC Movement partners, governmental organisations, embassies, media, and other relevant international and national stakeholders.
  • Supervise the overall implementation of the German Red Cross projects in the country, conduct regular missions to the project sites and lead the development of future projects.

Project Lead & Implementation

  • Lead the direct implementation of the project “From Disaster Risk Reduction to Anticipatory Humanitarian Action and Response – Strengthening Community Response Capacity and CVM along the Disaster Risk Management Cycle in Mozambique” including monitoring and reporting and knowledge management.
  • Strengthen the capacities of the Mozambique Red Cross Society and the CVM project team to anticipate and respond to crises, disaster situations and address humanitarian needs.
  • Ensure accurate project budgeting, procurement, financial management and expenditure tracking (FundsPro Software) in line with GRC and donor regulations.
  • Ensure project visibility, organise project visits and present information on the project.

Required Competencies & Skills:

  • Minimum of 3 years of experience in managing a country office for a humanitarian organisation and leading an international team.
  • Minimum of 5 years of professional experience in the field of international cooperation and humanitarian assistance.
  • Knowledge and experience in capacity strengthening and organizational development of national actors with a focus on Preparedness for Effective Response.
  • Strong leadership skills, including strategic thinking and decision-making.
  • Thorough knowledge and professional experience in Humanitarian Disaster Risk Reduction, experience in Humanitarian Anticipatory Action is an asset.
  • Working experience in Mozambique and familiarity with the Movement is an asset.
  • Experience in implementing and managing donor funded projects (GFFO experience will be an asset).
  • Excellent communication skills, the ability to communicate clearly and effectively and build relationships at all levels.
  • Excellent language skills in English and Portuguese language.
  • Ability to work result-oriented, independently and as a team member.
  • Agreement to adhere to the Red Cross Red Crescent Fundamental Principles and Rules of Conduct and commitment to prevent and combat any occurrence of bullying, intimidation, harassment, abuse and exploitation, including of sexual nature, in the workplace and with regards to recipients of aid.
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
  • Valid Driving Licence.

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
