Supervisor: Humanitarian Coordinator of CARE Germany

Location: Tripoli (Libya), Tunis, or other locations

Starting Date: ASAP

Contract duration: 1 year with Possible Extension

Position Summary:

The Country Representative (CR) leads and manages the in-country aspects of establishing CARE’s physical presence and operations in Libya and is responsible for the quality and effectiveness of CARE’s Projects. He/she is the leader of the in-country Team and is responsible and accountable for developing, coordinating, and managing all activities. The role includes creating a detailed project plan, following the approved Country start-up strategy and funding base. S/he will facilitate regular coordination/update calls or meetings, tracking of issues and risks, and reporting project status to stakeholders. The CR has overall responsibility for the security and well-being of in-country staff. S/he will report to the CARE Deutschland Humanitarian Coordinator.

CARE’s initial physical presence and operations will be based out of Tripoli, in Western of Libya.

Responsibilities and tasks:

1. Assessment, Program Design, and Planning

  • In coordination with the Regional Director and other key stakeholders, ensure emergency assessments are undertaken as needed and used to inform strategy development and revisions as needed, considering both immediate humanitarian and longer-term plans for CARE’s presence in Ukraine.
  • Ensure that CARE International Members are aware of humanitarian developments and CARE’s response to them.
  • Ensure the Regional Director, CUSA Line Management, CUSA and CI Teams and CARE Members are kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports, and other significant developments.
  • Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response program and strategy.
  • Assist and advise the Regional Team and CI Humanitarian focal points in securing donor funding for emergency projects.
  • Support project design and proposal preparations for institutional and public funding in accordance with the CARE International Code.

2. Office and Facility Management

  • Monitor and report of Office annual renewal registration and office lease documents.
  • Monitor and report the creation of office security and safety plans.
  • Monitor and report creation of plans and requirement for hardware and software in the Country Office.
  • Track and report completion of server configuration, workstations, printers and peripherals.
  • Support and guide the CO in recruitment of IT staff and in establishment of strong and effective network connectivity.

3. General Management and Leadership

  • Work closely with the Headquarters and MENA to build up CARE Libya strategy for the next period.
  • Oversee the proposal development for additional projects in Libya with coordination of CARE Headquarters**.**
  • Maintain constructive working relationships with other NGOs, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders including the military where present.
  • Create the conditions to ensure effective teamwork and morale.
  • Promote a productive work environment with zero tolerance for verbal, physical or sexual misconduct, or discrimination against other persons on the grounds of race, colour, and sex.
  • Contribute to the overall governance of an effective country office, as the initial start-up manager and leader for the country office team.
  • Support the development and implementation of the strategic and start-up operating plan
  • Maintain ongoing surveillance of the developing humanitarian emergency situation and adjust activities accordingly.
  • Ensure adequate monitoring, reporting and acquittal of emergency activities in accordance with the CARE International protocols.
  • Ensure that different sectoral activities are implemented in a coordinated and cohesive manner, with an explicit gender-focused lens.
  • Ensure emergency activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response.
  • Serve as the main interface in country, working closely with CARED and CI Media Officers in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to National Member Headquarters and the CARE International Secretariat.
  • Ensure all information, publicity and fundraising material recognizes and respects the dignity of disaster victims.
  • Represent CARE in all relevant fora as required.

4. HR, Finance, Administration and Legal

  • Track and report completion of recruitment for key staff. Efforts will be made to recruit locally as much as possible.
  • Monitor and report creation of onboarding and training plans for new staff. Mentoring, supporting and guiding staff – especially given that many staff may be new to CARE.
  • Ensure appropriate HR policies and procedures are established and followed.
  • Follow up with HR on adequate insurance coverage for staff based on CO request.
  • Ensure all in-country personnel (CARE staff, partners) understand and carry out their duties in accordance with humanitarian principles, core values, CARE International Code, and SPHERE.
  • Conduct performance appraisals of staff and ensure regular feedback and mentoring on individual performance.
  • Recommend changes to emergency team composition and functioning with Country Office and partners to maximize emergency program quality and effectiveness.
  • Ensure that human resources implications for the team and CARE International for both existing and anticipated emergency response are fully assessed, identified, described and communicated. This will include identifying priorities required in setting up/transitioning to the longer-term presence.
  • Monitor ongoing human resources issues and make recommendations and adjustments accordingly.
  • Ensure team members receive thorough briefings and information.
  • Monitor and report completion of Government registrations and other in-country regulatory requirements in collaboration with CARED HQ line management representatives.
  • Work with CARE Deutschland Finance Team on the establishment and maintenance of CARE International financial management and accounting systems for all emergency assessment and response activities and assets.
  • Coordinate system access provisioning and PeopleSoft related requirements in the Country office.
  • Coordinate training for finance staff and budget holders.
  • Monitor and report establishment of policies, procedures and internal control system for effective financial management.
  • Support and guide the CO in establishing adequate cash management plan.
  • Ensure that administrative support functions are established and maintained in accordance with CARE International administrative policies and procedures.
  • Ensure compliance with all host country legal, contractual, labour and statutory requirements including registration – as this is a new start up for CARE in Libya, this position will also serve as CARE’s legal representative.
  • Coordinate mobilization of financial resources related to emergency activities.
  • Ensure with the relevant staff that secure and reliable communications/ information management facilities are established and maintained.
  • Ensure emergency members are familiar with usage, procedures and relevant protocols
  • Ensure with the Logistics Officer the establishment and maintenance a functional procurement and supply chain management system.
  • Ensure with the Logistics Officer the timely and appropriate establishment of all logistics infrastructure.

5. Safety and Security

  • Ensure all deployed personnel understand individual and collective responsibilities for safety and security.
  • Liaise with the Safety & Security Officer (in-country and CARED HQ) to ensure compliance with CARE International Security Guidelines and their effective application in the local context.
  • Monitor the operational environment with respect to an increased level of threat and advise the Regional Team, CO staff, and CI as required.
  • Serve as the focal point for any incident/crisis response at a Country level if they were to occur.
  • Keep CARED, the Secretariat, and other interested CARE members advised of changes and threats to the security of CARE staff, assets, and operations.

Experience and technical skills

  • Minimum of 10+ years humanitarian aid experience in complex and natural disasters.
  • High level of all aspects of managerial experience, including managing teams in highly insecure environments, as well as overseeing multi- million dollar budgets.
  • Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances.
  • High level of expertise in representation and negotiation with governments and donors.
  • Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.
  • Fluency in English
  • Fluency in Arabic is highly advantageous
