Finn Church Aid (FCA) is the largest Finnish organization for development cooperation and the second largest provider of humanitarian assistance.

FCA operates in twelve countries in Africa, Asia and the Middle East, and has over 70 years of experience from international aid. FCA specializes in supporting local communities in three priority areas: Right to Livelihood, Right to Quality Education and Right to Peace.

Our operations include long-term development cooperation, humanitarian assistance and advocacy. FCA has been working in Jordan since 2012 with focus on mitigating the impact of the regional refugee crisis especially among youth and young adults.

Over the years, the priorities of the country program have gradually shifted from Education in Emergencies to long-term resilience and reduced aid dependency of both refugees and vulnerable host communities. These goals are promoted especially through various livelihood interventions.

Primary purpose of the position:

Under the guidance and direct supervision of the Country Director Syria & Jordan, The Country Representative – Jordan leads Finn Church Aid (FCA) office in Jordan and exerts management of the office in order to achieve the strategic objectives of the country office line with the global strategy. The role is also to strengthen quality program, diversify FCA’s funding base and enhance FCA’s role in Jordan.

Scope of Work

  1. People leadership in Jordan Country office including planning, developing, and managing human resources
  2. Lead Fundraising efforts and growth of country office budget portfolio
  3. Lead annual program and budget planning, and strategic revision for country program.
  4. Overall management of FCA’s country program and office according to FCA guidelines, policies, and practices in respect to national laws and regulations
  5. Responsibility of Senior Management Team performance monitoring, monthly planning meetings, and appraisals.
  6. Country Program quality support, in all thematic areas in cooperation with the program staff
  7. Further developing and diversifying the existing donor base and guaranteeing the long-term revenue for FCA programs in Jordan
  8. Overall responsibility for financial management and operational compliance, and accountability, including planning, accounting, reporting and controls
  9. Together with the Service and Accountability Center (head office) and with the communications team, manage FCA’s visibility in the country and also in Finland and support national and international advocacy efforts
  10. Overall responsibility for FCA security in the country
  11. Assume the overall liability, accountability and responsibility for the country office in front of Jordanian authorities, donors and other relevant supervisory and funding parties.
  12. Represent FCA at the relevant forums and networks.
  13. Represent FCA in front of Donors, Jordanian authorities, and other key stakeholders.
  14. Promote working methods and conduct that reflect the core values of FCA.
  15. Provide Coaching and Counselling advice to staff when necessary and lead initiatives to develop staff capacity.
  16. Organize regular meetings with the management team and all staff for the purpose of exchanging information, coordination and learning.
  17. Contribute to produce good quality funding proposals that respond different funding opportunities.
  18. Ensure that experiences and best practices are documented and shared across the organisation.
  19. Proactively identify different threats, and opportunities, review and manage existing risks and ensure that the preparedness plan is updated accordingly.
  20. Together with the logistics team, facilitate donor visits, donor meetings, round table discussions and evaluations as necessary

Other requirements

  • The Country Representative has to be able to travel inside Jordan, and outside( when necessary. He/she needs to be able to work in a multi-cultural setting, and under tight deadlines and pressure.

Education and experience

  • University degree in social sciences, development studies, research, or business management, or an equivalent experience of 5 years working in a senior management position within the not-for-profit sector.
  • At least 3 years’ experience working with international non-profit organizations in similar position or as a senior management team member.
  • Proven experience managing institutional donors’ grants including EU, UN, US funds, and preferably funding of the Dutch Ministry of Foreign Affairs.
  • Proven knowledge and experience in the Livelihoods sector, preferably in Agriculture, circular economy, digital livelihoods domains, creative industries.
  • Solid experience in people managements especially in challenging conditions
  • Strong hands-on experience in implementing and monitoring accountability and compliance systems.
  • Professional experience in management of programs, human resources, and financial administration
  • Working experience in the country or similar context
  • Experience in security management
  • Excellent leadership, negotiation, communication, and networking skills
  • Solid experience in fundraising and achieving fundraising targets, and building excellent relations with institutional and private donors
  • Fluency in English and Arabic.
