Background

The Country Representative in close coordination with the iMMAP team is responsible for defining a vision, strategy and plan for the implementation of the “Provision of information management support to Yemen response clusters” project in Yemen. He/she manages the program activities and the staff in Jordan and in Yemen.

Description of Duties

GENERAL

  • Work closely with project’s donor, cross-functional teams and other assigned resources in the planning, execution and delivery of the expected outputs of the project.
  • Determine the key requirements needed from cross-functional teams, as well as from external partners.
  • Manage the project’s team for optimum output; delegate and coordinate cross-project initiatives.
  • Analyze, evaluate and overcome program risks; produce periodic reports, including visibility materials, for the management and the external stakeholders.
  • Work with other managers to identify risks and opportunities across multiple projects.
  • Set the strategic directions and define priorities, activities and resources required to achieve the overall program’s objectives.
  • Evaluate and refine program priorities via participation in advisory platforms.
  • Identify and evaluate other gaps in the Yemen humanitarian response; advocate and support related fundraising initiatives for the implementation of integrated/ complementary projects in Yemen.

Team Management

  • Develop and maintain an adequate performance management plan consistent with iMMAP’s policies, to include human resources (job descriptions for all program’s positions, personnel orientation and personnel grievance procedures system) and talent management (professional development plans, personnel evaluation system and field personnel policy manual).
  • Recruit, manage and motivate an informed, skilled and efficient team with an emphasis on excellence and achievement; encourage a team culture of learning, creativity and innovation, incorporating staff development strategies and performance management systems into the team building process.
  • Establish leadership with the iMMAP team via creation and implementation of an organizational culture of accountability, responsibility and quality of services.

Reporting, Monitoring and Evaluation (M&E)

  • Develop and roll-out an M&E plan for all projects in Yemen that a) analyses current performance and metrics, b) identifies gaps and potential synergies, and c) articulates recommendations for improved performance. Lead the implementation of the correction actions.

Fiscal, Compliance Management and Accountability

  • Define and manage the overall country budget within approved spending levels via the establishment of an annual cash flow plan to ensure a steady and adequate supply of funds for program activities.
  • Oversee budget management of sub-grantees/sub-contractors if any.
  • Build and maintain operational structures that ensure proper segregation of duties between finance, administration and logistics and fully support field programs.

REPRESENTATION

  • Represent iMMAP near national and local government officials, international non-governmental organizations (NGOs), donor agency officials, vendors, media and general public in Yemen.
  • Maintain effective and positive internal communication with iMMAP regional office teams to ensure program’s visibility and to identify opportunities for collaboration (i.e. sharing of resources, effective practices, lessons learned)
  • Follow iMMAP’s branding policies & procedures in the marketing or branding of all iMMAP products and correspondence.

SECURITY

  • Follow security protocols as laid down by the iMMAP Global Security.

ORGANIZATIONAL LEARNING

  • As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient and relevant to the communities they serve, it is expected that the individual will commit 5% of his/her time to learning activities that benefit iMMAP as well as individual professional development.

ACCOUNTABILITY TO BENEFICIARIES

  • iMMAP team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.

OTHER

  • Any other duties as required.

REPORTING LINES

The Yemen Country Representative works under the direct supervision of the iMMAP Operations Director.

Requirements

REQUIRED

  • Very good English, both spoken and written.
  • Degree in international affairs or related field, and relevant field experience.
  • Demonstrable skills in developing and implementing monitoring and evaluation procedures
  • Familiarity with daily staff management task in a multi-cultural environment.
  • Demonstrable skills implementing finance, administration, security, procurement, HR policies and procedures in compliance with HQ and donor regulations.

DESIRED

  • Minimum 10 years’ experience in emergency response or humanitarian environment.
  • Strong interpersonal skills.
  • Proven ability and experience interacting with a wide range of organizations while upholding humanitarian principles of impartiality and neutrality.

  • Willingness to work under tight deadlines
  • Physically fit and able to cope with demands of unusual working hours and difficult environments.
