Country Representative

Background

SRC’s support to Mozambique Red Cross / Cruz Vermelha de Mocambique (CVM) dates back to the establishment of the organization in 1981. During the course of the years, the partnership has entailed projects in areas such as disaster risks, return and reintegration of refugees, youth and social development, HIV/AIDS, WASH etc. In recent years, SRC has focused its support to CVM around disaster response.

SRC and CVM have developed a four-year bilateral project called Project for Resilience and Enhanced Preparedness and Action (PREPA). The overall objective is strengthened community resilience aiming at developing improved livelihood opportunities, reduction of disaster risk as well as adaptation to climate change and climate/environmental-related health challenges in selected communities. The project has four outcome areas: 1) Disaster risks and natural hazards, 2) Livelihoods 3) Health and WASH and 4) Response and resilience programming.

Your role in the organisation

The Country Representative will be based in Maputo and reports to the Regional Unit Manager in Stockholm, Sweden. In this role, you will also assume the primary responsibility also as programme manager of the project in addition to representing SRC in Mozambique. You are expected to provide in-country technical support to CVM both in programme activities and support functions (logistics, HR and finance).

A main focus will be to support the CVM and enhance the capacity of the organization and its core staff to implement activities in a sustainable manner contribute to more resilient communities. The delegate is hence not expected to implement activities themselves, but to guide, coach and train CVM staff to ensure sustainability and ownership. The delegate is expected also to coordinate the work of technical delegates belonging to the project.

Furthermore, the delegate will support CVM to ensure that activities carried out in targeted communities are of high quality, gender-, diversity- and conflict sensitive, and use a participatory approach in line with the Red Cross/Red Crescent Community Engagement and Accountability approach.

Key duties and responsibilities

In-country representation and coordination

  • Support SRC to establish the in-country presence in Mozambique, including office space, vehicles, security protocols, updating procedures and protocols necessary, bank accounts, providing regular security updates and briefings, etc.
  • Ensure coordination of project activities and SRC wider engagement with Movement partners and other humanitarian actors.
  • Be responsible for donor relations including coordinating donor funding processes and explore new funding opportunities.
  • Be responsible for the daily management of the SRC office, including fleet, supplies, invoices, and facilitate administrative and logistic support for visitors.
  • Assume responsibility as the security focal person for the SRC office, and monitor and manage security, update security protocols and undertake and arrange for briefings of SRC visitors.

Project management, incl. financial management

  • Be responsible for project reporting (narrative and financial), including donor reporting and any other reports that may be required.
  • Monitor the project to ensure quality and timely implementation.
  • Lead procurement of project audits and evaluations.
  • Ensure adequate financial management of the project, including financial monitoring, budgeting, etc.
  • Undertake risk management for integrity risks, including preventative capacity strengthening of the CVM.
  • Support the work to ensure that cross-cutting thematic e.g., CEA, PGI, etc, are incorporated into the SRC programmes and collaborate with RCRC partners to share the SRC approach.

Technical support and capacity building

  • Support CVM in planning, assessments, implementation, monitoring, evaluations and reporting of the SRC supported projects, including financial and narrative reporting.
  • Work closely together with SRC technical delegate/s responsible for Disaster Risk Reduction and Health / WASH in their work to provide technical support and capacity building and successfully deliver on the objectives of the project.
  • Work with SRC technical advisors to incorporate the relevant aspects of the sustainability platform (social, environment, financial).

Your profile

To excel in this position, we believe that you have very good interpersonal skills, is team oriented and have excellent communication skills. You are constructive, flexible and solution oriented with a proactive approach and is used to working independently. You have a strong awareness and understanding of cultural and gender differences, and able to work constructively in culturally diverse environments and an ability to positively interact with all levels of society.

To be successful in the role you must be flexible and adaptative to change, able to handle high workloads and stressful circumstances. Able to live and work under demanding physical and stressful conditions in remote locations and ready to travel in various parts of the country during periods of time.

Required qualifications:

  • Relevant academic background, preferably in the humanitarian or development field
  • Experience in project management, including planning, monitoring, evaluation, and reporting
  • Experience in training and coaching staff and/or volunteers
  • Experience in financial management, including budget and financial monitoring
  • Experience in procurement and fleet management
  • Experience in proposal writing and donor relation
  • Experience from working in resource scarce settings, preferably from Southern Africa
  • Documented experience of working in contexts with high security risks, preferably in a management role, is required. HEAT-level training is highly merited
  • Proficient knowledge of written and spoken English

Desired qualifications:

  • Experience from one or several of the following fields is an asset; protection, gender and inclusion, community engagement and accountability, disaster risk reduction, volunteer management, resource mobilization, financial sustainability
  • Experience working in the RCRC Movement is an asset
  • Capacity building experience is an asset
  • Proficient knowledge of written and spoken Portuguese, strongly preferred

Other requirements:

  • In line with the principle of neutrality SRC does not assign delegates to a country of which they are nationals
  • Candidates must be in good health and are required to pass a medical check-up prior to departure to the duty station
  • Candidates must hold a manual driving license and have experience in driving manual transmission vehicles
