ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified and experienced candidates to serve as Country Representative in Ukraine. The incumbent will serve as the primary representative for ICAP in Ukraine and will be responsible for the strategic leadership and direction of the CDC-funded Ukraine Recovery Project.

The Country Representative will lead a multidisciplinary team to achieve the project’s mission, vision, goals, and objectives. The Country Representative will also be responsible for managing all aspects of the country program, including technical, programmatic, and operational aspects, for managing optimal use of human, financial and physical resources, and for ensuring full compliance with donor regulations and requirements as well as Columbia University policies. In addition, the Country Representative will be responsible for developing and maintaining highly collaborative working relationships with representatives from the host government, academic institutions, donors, community groups, and other implementing and collaborating partners.

The successful candidate will hold an MD (or international equivalent), PhD, MPH, or other relevant advanced degree in the fields of public health or international development and a minimum of 10 (ten) years of experience in public health program development, implementation, and monitoring in conflict settings.

Candidates should have a demonstrated knowledge of technical content areas relevant to the ICAP project in Ukraine. They should also have a proven record of leading donor-funded projects that consistently achieve objectives and targets. In addition, they should have demonstrated experience leading or working on health and development projects supported by the US Government through PEPFAR, the Global Fund, the UN system agencies, foundations, or other bilateral donors. Candidates should also have demonstrated knowledge of the rules, regulations, and requirements of USG and other major international donors.

The Country Representative will have demonstrated experience and skills in public health diplomacy, negotiations, and cross-cultural communications. The incumbent will have excellent oral presentation and writing skills, and the ability to identify, analyze, and resolve problems, constraints, and issues relevant to project implementation and performance. The Country Representative will have a proven ability to lead, manage and mentor a culturally diverse team operating in complex environments, including conflict settings. The incumbent will be fluent in both English and Ukrainian. Applications will be received and considered on a rolling basis until the position is filled.
