Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a highly qualified Country Programme Manager to be based in Kyiv.

DRC has been operating in Ukraine (UA) for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, Individual protection assistance, mine victim assistance, and legal aid. DRC is also planning to add to the ongoing emergency protection response activities such as GBV prevention and response, Psychosocial assistance (PSS), and community-based protection. In addition to protection programming, DRC is currently implementing Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter & WASH interventions, and Economic Recovery, Humanitarian Demining and Explosive Ordnance Risk Education. The organization counts with 6 offices in the country.

About the job

The position is part of Country Programme Unit based in DRC UA Country office and it focuses on managing and developing DRC current emergency response in the country. The CPM will be reporting to the Head of Program and will be tasked to manage selected sector coordinators to support the implementation of the emergency response as well as supporting and taking a lead role in the development of the intervention strategy according to the operational contexts and the protection and humanitarian needs assessed.

The position will include the line management of 3 to 4 International staff, and close coordination with Area and base Managers.

Main responsibilities

  • Programme management, ensuring that SoPs and implementation plans are developed, budgets and timelines are supervised and kept, results achieved, and reporting requirements are met.
  • Direct line management of 3 to 4 Sector Coordinators.
  • Contribute and/or taking the lead in DRC UA programme development in terms of strategies, activities, and programme support tools required.
  • External Coordination – in cooperation with the Head of Programmes – with relevant national level clusters, with NGO associated to DRC (Consortia) and any other external humanitarian actor as relevant.
  • Internal Coordination with Area and Base Managers
  • Ensure systematic mapping of capacity gaps and resources required for adequate implementation of planned programmes.
  • Taking the lead with the Head of Programmes in proposal revision and/or writing in coordination with relevant DRC staff to ensure activity feasibility and program quality (including budgeting).
  • Representation of DRC UA in country programme fora and meetings as required.
  • Coordinate and liaise with DRC HQ initiative relevant for UA, as required.
  • Contributing to manage and coordinate DRC UA IM and MEAL units.

Expected Deliverables

  • Clear evidence-based inputs for the development/update of DRC UA program strategy including taking the lead in the process, if required.
  • Effective management and support for Sector Coordinators under CPM management, including IM and MEAL unit if required.
  • Coordination and Supervision and/or taking the lead in developing of quality project proposal according to DRC strategy.
  • All DRC relevant sector SoPs (for sector of responsibility) are revised as required to align to cluster standards and they are fully operational.
  • Effective Coordination with humanitarian fora and with external actors as required.
  • Effective liaising with DRC UA Area and Base Managers.
  • Capacity building provision to relevant staff if required.

As Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC/ strategic goals and objectives within the area of responsibility.
  • Accountable for making significant decisions on what the units do: its purpose, functions, and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.

Roles reporting to this position: Sector Coordinators.

Reports to: Head of Programmes.

Required experience and competencies

  • Minimum of 4 to 6 years’ experience in managing humanitarian programmes at international level.
  • Sound experience in working in humanitarian sector in complex crisis situations.
  • Prior experience with humanitarian sector in emergency such Protection, Assistance for Basic needs through Cash and in-kind modalities, Shelter, Economic recovery, etc.
  • Experience working in diverse settings/contexts and at both the field and global level.
  • Full proficiency in English is required.
  • Knowledge of Ukrainian or Russian is an asset.

Key skills

  • Knowledge of basic protection norms, standards and understanding of a holistic approach to protection, and the ability to incorporate these into operational and technical solutions while ensuring protection mainstreaming in all intervention sectors.,
  • Knowledge and operation experience in humanitarian sectors such as Shelter & NFIs, Multipurpose cash assistance, Livelihood, capacity building, and CCCM.
  • Understanding of existing and new technological solutions for information management in humanitarian contexts.
  • Excellent communication – written and oral presentation skills.
  • Excellent coordination skills.
  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural and multi-ethnic environment with sensitivity and respect or diversity, including ability to facilitate collaboration across institutional mandates.
  • Demonstrated ability to manage and coordinate diverse issues simultaneously and to develop clear goals, establish priorities and allocate time and resources appropriately.
  • Commitment to continuous learning and willing to keep abreast of new develops in the field of humanitarian response.

Required education

• Advanced university degree (Master’s degree or equivalent). A relevant combination of academic qualifications and extensive experience may be accepted in lieu of an advanced university degree.

Contract length: 12-months renewable depending on performance and funding.
