JOB CONTEXT:

Venezuela is going through a complex crisis, as a result of the progressive deterioration of its economy, the weakening of the public system (health and education) and basic services (water and energy), and the loss of purchasing power among the population, which led to a dysfunction of protection systems. Although inflation continues to rise, Venezuela’s indicators are improving due to the prospects of oil in the energy crisis that the world is experiencing. Even so, the deterioration has been such that it will take Venezuela a long time to recover a level of life acceptable to the whole of its population. Currently, poverty rates remain high as well as the deterioration of public services. The crisis particularly affects the most vulnerable groups of the population, i.e. those who often have no choice but to stay in Venezuela, such as women, children, the elderly and persons with disabilities and the need for international assistance is increasing.

Humanity & Inclusion is currently redefining its intervention strategy in the country and making active fundraising efforts to develop projects in new geographical areas and new intervention sectors (Protection, SSR, Inclusion, MDV). At the moment the mission is implementing a single project on the theme of inclusive humanitarian aid with a local partner and UNICEF funding. The mission has already almost secured the financing of 2 projects that will begin in December or January 2023. Several other proposals have been submitted to various calls.

YOUR MISSION:

Reporting to the Regional Director – Latin America Program, the CM of Venezuela contributes to the implementation of the mandate of Humanity & Inclusion and the 10-year strategy within its geographical scope. Ensures the optimal quality and impact of projects executed in your country through a delegation system with adequate control mechanisms. With all HI directors and through paradigm shifts, he/she shares responsibility for the sound management and effective functioning of the global organization.

Your main responsibilities are:

•You are the official representative in the area for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.

•You are responsible for developing and implementing the project part of the Country Programme operational strategy for the country

•You contribute to organisational transformation in line with the Simplification, Shared Services and transformation projects. In the event of an emergency, you take responsibility in accordance with the response framework defined.

•Under the guidance of the Technical Unit, country-level MEAL and Support Service managers, and deploying all appropriate tools, you ensure the monitoring of operations in the area, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.

•You actively monitor and analyse developments in the context in your geographical area in order to identify risks and opportunities, and proposes actions to the Regional Director

YOUR PROFILE:

  • You hold a Master Degree in social sciences, public health, humanitarian action, project management, or other relevant field
  • You have at least 5 years of professional experience in managing humanitarian projects
  • You have experience in emergency contexts and unsecure environment
  • You have excellent communication skills in Spanish and either French or English, oral and written
  • You show excellent managerial capacities
  • You are well organized, flexible, motivated, and able to work under pressure

  • 24 months International contract starting from 15th, december 2022
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2986 € gross/month upon experience
  • Perdiem: 482,74 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission Level 1: 1 day per month // Level 2: 5 days every 3 months/Level 3: 5 days every 3 months + possible transport/package support.
  • Position:
    • unaccompanied

      • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
  • Housing: individual taken in charge by HI
