JOB CONTEXT:

HI’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The programme has a total volume expected for 2022 of 11 M Euros with 200 staff + 140 volunteers. Out of this total, the Lebanon mission represents approximately 3 M EUR and 50 employees.

There are 4 ongoing sectors of intervention: health, armed violence reduction, inclusive education, and disability inclusion mainstreaming. The intervention modalities are a mix of direct assistance through HI teams, indirect assistance through local partners, and disability inclusion technical support to local and international partners.

To carry out this mission, HI Middle East is looking for a Country Manager for Lebanon for 24 months.

YOUR MISSION:

Reporting to the Middle East Regional Director, you manage a team of 50 people, and monitor a 3

Million budget.

More precisely, you will :

  • Represent HI in Lebanon, both internally and externally, and promote the excellent reputation and positive image of HI
  • Develop and implement the project part of the Regional Programme operational strategy for Lebanon
  • Ensure the monitoring of operations in Lebanon, under the guidance of the regional Technical Unit, MEAL and Support Service managers, and deploying all appropriate tools
  • Ensure financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors
  • Monitor and analyse developments in the context in Lebanon in order to identify risks and opportunities, and proposes actions to the Regional Director.
  • Contribute to organizational transformation
  • In the event of an emergency, you will take responsibility in accordance with the response framework defined.

YOUR PROFILE:

  • You hold a degree in political science, humanitarian assistance or non-profit management
  • You have at least 8 years of experience in the humanitarian or development sector, with a minimum of 5 years in management or coordination positions
  • You are comfortable with representation with donors, partners and authorities, and you have a good experience in proposal writting and fundraising
  • You are fluent in English

CHARACTERISTICS OF THE POSITION:

The security for NGO workers in Lebanon is relatively good at the moment, and professional and life conditions are still permissive, but the country is experiencing a political, economic and social crisis since October 2019.

The levels of criminality and the risk of thefts have increased. The situation might slowly deteriorate in the coming months and some additional security measures might become necessary. The Lebanese remain a very welcoming people and life for foreigners remains relatively comfortable, with some possibilities for internal tourism and recreational activities. There are planned power cuts during some hours of the day and the night. There are sometimes roadblocks or traffic jams that slow down or block traffic on main roads. You should exercise minimum standards of respect and adaptation to the local culture and traditions.

  • 36 months International contract starting from 14th November 2022, with a 24 months posting in Lebanon

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2986 € gross/month upon experience

  • Perdiem : 723.36 € net/month – paid in the field

  • Paid leaves: 25 days per year;

  • R&R: 1 day per month

  • Position open to couples

    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
    • Payment of one yearly additional return flight
  • Individual housing, taken in charge by HI
