JOB CONTEXT:

HI has been present in Colombia since 1998 and its work is currently based on three strategic pillars:

  • Improving access to health and rehabilitation services;
  • Building resilience and protective environments;
  • Promoting sustainable livelihoods.

Our actions include:

  • Advocacy and participation processes for victims and people with disabilities where we develop mental health, rehabilitation and socio-economic inclusion activities (productive projects);
  • Comprehensive mine action, including victim assistance, land release from explosive devices through humanitarian demining and mine risk education;
  • Protection of vulnerable people in conflict-affected areas, especially women and girls;
  • Health services (mental health and rehabilitation) for Venezuelan migrants and Colombian returnees who are excluded from the health system.
  • Support for inclusive natural disaster risk management.

All this, from an approach of inclusive humanitarian action and reduction of armed violence. HI intervenes directly and indirectly in nine departments (Antioquia, Atlántico, Cauca, Chocó, La Guajira, Meta, Nariño, Tolima) and in the special district of Bogotá.

To carry out of this project, HI Colombia is looking for Country Manager for 36 months.

YOUR MISSION:

Reporting to the Regional Director – Latin America Program, the CM of Colombia contributes to the implementation of the mandate of Humanity & Inclusion and the 10-year strategy within its geographical scope. Ensures the optimal quality and impact of projects executed in your country through a delegation system with adequate control mechanisms. With all HI directors and through paradigm shifts, he/she shares responsibility for the sound management and effective functioning of the global organization organization through paradigm shifts. The country manager manages the Operations Manager, the Senior Project Manager demining and the Communication officer.

In this framework, as Country Manager , your main duties are :

Mission 1 : Management, strategy and direction

  • You contribute to the development of the operational strategy of the programme, as well as its implementation and annual monitoring in the country
  • Contribute to organizational transformation, particularly through changes in management practices, continuous improvement and contribute to the improvement of work processes

Mission 2: Standards and experience

  • Ensure implementation and compliance with hi global frameworks, institutional policies and standards

Mission 3: Operational implementation

  • You ensure good management and supervision of projects under your responsibility
  • Take into account both potential opportunities and risks, contribute to the monitoring and analysis carried out by the line manager and propose mitigation measures when relevant
  • Develop the external influence of HI (forums, operational and strategic alliances, etc.) and the external representation of the organization (events, media) in the country.
  • Support the Programme Director in monitoring security in the country and ensure adequate resources according to the context

Mission 4: Emergency Preparedness and Response

  • You lead emergency preparedness actions in your department and, in case of emergency, reorganize your team’s priorities according to humanitarian priority, in order to ensure a rapid and efficient response by HI.

YOUR PROFILE:

  • You hold a Master Degree in social sciences, public health, humanitarian action, project management, or other relevant field
  • You have experience in management and leadership of multi-cultural and multi-sector teams, on-site and remotely, in program, country management, operational management (including budgeting analysis & resource planning) and experience in risk & security management
  • Written and oral communication in English & oral communication in French,
  • You are capable to negotiate and represent HI internally and externally, network and fundraise
  • You are well organized, flexible, motivated, and able to work under pressure

CHARACTERISTICS OF THE POSITION:

In HI’s work areas, the security situation continues to be complex given the presence of non-state armed actors which dispute the territorial control, which is exacerbated by the strengthening of different illegal economies. This reality has generated greater vulnerabilities for the population, limiting the effective enjoyment of their rights. Since 2017, we have been witnessing an increase in victimizations of the civilian population including forced displacement, confinements, threats, selective assassinations, increase in incidents caused by anti-personnel mines and other explosive devices, among others. This situation directly affects humanitarian organizations, which are facing increasing facing increasing obstacles in ensuring the humanitarian access.

  • 36 months International contract starting from January 2023

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2 990 € gross/month upon experience

  • Perdiem: 505, 74 € net/month – paid in the field

  • Paid leaves: 25 days per year;

  • R&R: according to the level of the mission :1 day per month

      • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      • a child allowance of 100€ per month, per child (from the second child) paid in the field

Open to couples

    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
      – Payment of one yearly additional return flight

  • Contribution to school registration fees for children over 3 years
  • Family-wide health coverage
  • Payment for travel costs (air ticket & visa) and transport of your personal effects
  • Housing: Individual taken in charge by HI
