Job Description: Forcier seeks an experienced evaluator for the country-level evaluator position on an anticipated evaluation of the International Committee of the Red Cross (ICRC) Approach to Partnering for Sustainable Humanitarian Impact (SHI).

The primary objective of this evaluation is to assess best practices and lessons learned regarding effective partnerships across SHI initiatives and projects. The evaluation seeks to provide a set of actionable and strategic recommendations for future decisions related to partnering with SHI. Additionally, the evaluation aims to explore the types of partnerships that contribute to sustainability and scalability and capitalize on the added value of the ICRC, as well as identify the factors that enable or hinder success in such partnerships for SHI initiatives and projects. Lastly, the evaluation will analyze how the SHI initiatives and projects assess the maturity level and readiness of their partners to assume responsibility.

This position will be on a contract basis, be based in Tegucigalpa, Honduras, and be only open to Honduran nationals. It is MANDATORY for the country-level expert to have strong evaluation experience, a track record of working on evaluation assignments, and familiarity with Honduras. Previous experience working with the ICRC or conducting ICRC evaluations would be a plus.

Responsibilities:

  • Act as a national consultant for the evaluation based in Honduras.
  • Support the team leader in designing and delivering appropriate evaluation methodologies.
  • Be responsible for the quality assurance of documents submitted to the ICRC.
  • Collaborate with team members to write up research findings into professional reports and taking responsibility for the creation of smaller outputs (for example, summary reports and blogs)
  • Contribute to the methodology in their area of expertise based on a document review;
  • Conduct interviews with key stakeholders and provide overall quality assurance;
  • Attend meetings with stakeholders, including introductory meetings and planning meetings, throughout the lifecycle of projects.
  • Contribute to the drafting and revision of the evaluation products in the technical area.
  • Ensure that all activities are undertaken in full compliance with Forcier’s standard operating procedures, ICRC policies and regulations, and local policies and laws.
  • Perform other tasks as agreed with the Team Leader.

Education requirements:

  • Advanced (Master’s) degree or Bachelor’s degree in Education, International Development, Development Studies, Social Sciences, or closely related field

Requirements

  • Minimum of 5 years of progressively responsible relevant professional work experience related to evaluation in international development or humanitarian work
  • Experience of strategic evaluations and institutional assessments in the context of humanitarian organizations
  • Experience with the Nexus, Humanitarian Development Continuum, the Grand Bargain, Sustainability, Organizational Maturity Models, and Exit Strategies
  • Experience in conflict analysis, partnership development, stakeholder engagement, risk analysis, and management
  • Knowledge, understanding, and/or experience of working with or for the ICRC.
  • Expertise in developing and tailoring qualitative and quantitative data collection and analysis tools
  • Knowledge of developmental evaluation methods and techniques, including a thorough understanding of data collection, evaluation methodologies, and design, and strong qualitative and quantitative research skills
  • Strong experience using a variety of quantitative and qualitative analytical tools and methods
  • Strong experience in monitoring and evaluation, especially supporting and/or directly managing evaluations for International Organizations such as the ICRC in Honduras, is desired.
  • Fluency in written and spoken English
  • Fluency in written and Spoken Spanish. Agood working knowledge of local languages is an asset.
  • National of Honduras
  • Proficiency in Microsoft Office applications and G Suite applications
  • Advanced executive function and task management (you should be able to manage multiple tasks with various deadlines and be able to allocate your time and efforts accordingly)
