Since 2003, Mercy Corps has been working to pave the way for a new Iraq. We continue to deliver emergency, life-saving assistance to conflict affected populations while also addressing longer term needs and underlying causes. Ongoing cycles of conflict have resulted in millions of people displaced, basic infrastructure destroyed, livelihoods disrupted, and deepening divisions within communities. Since our work began, we���ve provided support to more than 5 million people affected by war, violence, and displacement.
Mercy Corps has worked across Iraq���s 18 governorates since 2003, implementing relief and development programming, more than a third of which has focused on the specific needs of refugees and displaced persons. Mercy Corps Iraq current goal is to work with new and existing civil society, public and private sector partners to meet immediate and long-term needs by strengthening communities��� ability to rebuild amidst increasing crisis.
General Position Summary
Mercy Corps has significantly increased its emphasis on Gender Equality, and Social Inclusion (GESI) in programs, and organizational transformation over the past years In line with this global strategy and other needed support on the program and organizational transformation around GESI, the position holder is responsible to oversee and provide the necessary support across programs and organizational issues related to GESI. The GESI Advisor will be part of the PAQ team, reporting to the PAQ Director, based in either Erbil, Mosul or Baghdad office.
Essential Job Responsibilities
STRATEGY & VISION
��� Recognizes opportunities for innovative action and create an environment where the project teams work together, exchange information, coordinate activities, and develop team spirit in project management
��� Participate in the Mercy Corps teams��� vision, strategic planning, and execution thereof for gender equality, diversity, and social inclusion
��� Set direction by prioritizing and organizing actions and resources to achieve objectives and contribute to countrywide strategy development in line with GESI related priorities
��� Support internal and external communication efforts (articles, case studies, conferences and forums) to highlight to Mercy Corps��� gender work in Iraq
��� Provide on-going assistance and guidance for program implementation for programs to be able to consider GESI priorities
PROGRAM AND PROPOSAL DEVELOPMENT
Ensuring Programme Quality (Design & Implementation)
��� Provide country teams with technical support, coaching, and capacity building to ensure high-quality gender integration in programs;
��� Lead the gender analysis process to determine the needs of men, women, boys and girls in a community to inform program design and to develop gender-transformative strategies; as well as to ensure program qualities that contribute to Mercy Corps competitive advantage for funding.
��� Provide support for prepositioning and new program strategy design efforts.
��� Cultivate and nurture donor relationships and strategic partnerships that may result in stronger or more impactful program development efforts.
��� Contribute to the technical scoping, planning, and design and proposal writing during new programme development, and ensure that we design and deliver high quality, holistic gender transformative and inclusive programming, building on global best practice; including but not limited to gender marking and gender action plans.
��� Provide oversight and guidance to the programme implementation teams to ensure that thematic programme components are technically sound and grounded on gender and power analysis, disability inclusion, implementation methods are consistent with national and global strategies, acknowledged good practice.
��� Work with Monitoring, Evaluation, and Learning (MEL) and CARM teams to carry out gender and inclusion analysis, and conduct quality monitoring against international standards through participatory methodologies that promote gender equality and disability inclusion, including promoting an organisational learning culture that promotes the use of disaggregated data, evidence and analysis.
��� Participate as an active, integrated member of the PAQ team, providing technical support across the mission and programs
��� Conduct program quality field or support visits as required
��� Work with the Teams to ensure budgets are gender-sensitive and reflective of gender commitments took at agency and country-level.
CAPACITY BUILDING
��� Provide country teams with technical support, coaching, and capacity building to ensure high-quality GESI integration in programs and in the organization
��� Promote accountability, communicate expectations, and provide constructive feedback via regular performance reviews.
��� Provide team members with information, tools, and other resources to improve performance and reach objectives.
��� Contribute to country team-building efforts, training program, and department staff on GESI related issues in the program and organizational transformation
��� Work closely with team members and partners, to support capacity-building and gender integration into all the components of the programs
LEARNING AND IMPACT
��� Work closely with all the Departments to establish assessment, monitoring and evaluation frameworks to measure and improve upon program quality and impact, specific to GESI priorities
��� Contribute to the set-up and implementation of lessons learned system capture learnings on gender integration across the mission and programs.
��� Ensure GESI concerns are integrated across tools, theory of change, indicators and log frames.
��� Contribute to country-level initiatives such as research agendas and internal learning exercises.
Accountability
Reports Directly To: Program Performance and Quality Director
Works Directly With: PAQ Department, DCD, Program teams, Operations/Logistics, Security, HR, Finance
SECURITY
��� Ensure compliance with security procedures and policies as determined by country leadership.
��� Proactively ensure that team members operate in a secure environment and are aware of policies
Knowledge and Experience
��� MA in international development, women���s studies, gender or a comparable area of study
��� At least five years of experience in international development work, with a minimum of three years in field postings. Minimum of three years of experience in gender technical work.
��� Substantial background in gender and development work including experience conducting gender training, gender mainstreaming and engaging in gender advocacy
��� Strong writing skills required
��� Strong public speaking skills required
��� Proficiency with Microsoft Office
��� Willingness to travel domestically, as required; up to 50% travel to Mercy Corps Iraq offices
Success Factors:
The GESI Advisor will demonstrate experience-managing programs in the field, further enhancing their ability to adjust technical theories to meet real world complexities. The individual should have the proven ability to influence donors, partners, and peer organizations. The role requires strong interpersonal and cross-cultural communication skills, and a level of emotional intelligence proficiency that quickly builds and maintains productive relationships across teams. Being aware and sensitive to international development issues and diverse cultures is critical.
QUALIFICATIONS AND EXPERIENCES:
Successful candidates should meet the education and experience requirements in the position descriptions for the Country Gender, Equality, and Social Inclusion (GESI) Advisor.
S/he must be self- motivated, creative, tolerant, and able to work in difficult, stressful environments and follow Mercy Corps procedures. S/he must respect diversity and gender equality at the workplace.
