Duty Station: Luanda, with frequent missions in the working areas

Starting: 1st of January 2023

Contract duration: 12 months (renewable)

Reporting to: the Regional Finance Coordinator will be the functional referee and the Country Representative will be the hierarchical referee in the country.

Context and project description:

Twenty years of civil war have made Angola, a country with a strong social disparity. Since 1991, VIS has been working with the Salesian Fathers on various projects in the capital city Luanda as well as in rural areas with the aim of promoting health, literacy and basic education and trainings in favor of children and families in condition of vulnerability and local institutions.

Since 2022 VIS is also present in Cabinda, where is implementing a project for the construction of a vocational training center, in which VIS will carry out literacy courses and vocational trainings for the youth in the area.

Responsibilities:

The Country Finance and Admin has to:

  • Ensure the correct, transparent and effective administrative and accounting management of VIS operations in Angola;
  • Ensure the efficient organization of the country office from the administrative and logistical point of view and the administrative management of expatriate and local staff.

Main Tasks:

  • Contribute to the country operational and financial planning based on the indications received and on the already in place/planned programmes.
  • Define and to elaborate the financial plan of each intervention.
  • Contribute to the formulation of bank transfer requests.
  • Manage the expatriate staff expenses on site.
  • Manage the contracts, payroll, payments, etc. of local staff.
  • Supervise and to monitor the tasks and activities carried out by the administrative staff, providing capacity building to administrative staff involved in the VIS interventions, if any.
  • Update and control the petty cash book through an accounting software and submission of the cash statements, bank statements and reconciliation statements to the Regional Finance Coordinator.
  • Responsible of the periodic transmission of local petty cash book and accounting-administrative documentation.
  • Responsible of the preparation and implementation of procedures for purchases and works (quotations, tenders, assignments, etc.).
  • Responsible of the elaboration and finalization of financial reports. In case of local donor, responsible of the management of auditors and donor’ and of the submission of final reports required by the donor.

Requirements

Expertise:

  • Master’s degree in economics or related disciplines;
  • Good knowledge of the Portuguese language or willingness to deepen it before departure;
  • Knowledge of MAECI and EU procedures;
  • Knowledge of Windows, familiarity with EXCEL and data entry accounting tools;

Experience:

  • At least 3 years’ experience as a Country Administrator in Africa countries;

Skills:

  • Ability to supervise and overview the economic-financial aspects.
  • Ability to coordinate and supervise local staff in accordance with the laws in force in the country;
  • Ability to train local staff through learning-by-doing (training on the job);
  • Ability to react to unforeseen events;
  • High diplomatic and sharing skills with religious counterparts;

Personal requirements:

  • Adaptation to a context characterised by high travel times within the city and the other areas covered by the intervention, to unfavorable environmental and climatic conditions, particularly in the rainy season, to live in shared accommodation with other people;
  • Ability to deal with unexpected events and good attitude to problem solving;
  • Full sharing of the Salesian missionary spirit and ability to collaborate with religious counterparts.
