The Role

Oxfam International is looking for Country Director in Yemen to provide strong leadership of the Yemen country program, ensuring quality programming is delivered by a highly capable and performing team, working in line with Oxfam’s Feminist Principles. The Country Director is expected to contribute to and implement Oxfam’s Global Strategic Framework (GSF), the MENA Regional Strategy, Rights and Resilience and Response (RRR) Horizon Plan and Yemen Country Strategy, by providing vision and strategic leadership to all of Oxfam’s work in the country. This includes Oxfam’s work under the full spectrum of its triple mandate: Humanitarian, Development and Influencing work to achieve triple nexus (Humanitarian Development and Peace (HDP) outcomes. They will be directly responsible for the overall strategic planning/direction, ensuring program management, program development, improvement of program quality, and grants management, overseeing program support operations (Finance, HR, Operations) to maintain organizational, donor and legal compliance, and represent Oxfam for country-level external relations and inter-agency coordination. They will also manage both the growth and contraction of the country program based on changes in the context and to the country program’s portfolio, ensuring a strategic approach to change management.

It will be essential for the Country Director to work simultaneously at both strategic and operational levels. The Country Director must also ensure that all Oxfam policies and procedures with respect to HR, safety and security, code of conduct, safeguarding, integrity, aid diversion and other relevant policies and procedures are in place, implemented and adhered to. The Country Director will continually assess, identify and address gaps and weaknesses so as to improve overall country program performance, efficiency, and effectiveness. The Country Director will ensure strategic and operational risk management approach and to ensure necessary risk management systems and processes are in place.

In order to help drive and deliver this ambitious vision in Yemen, we are currently seeking an outstanding and distinctive Country Director. This leader will have demonstrable strategic and creative leadership, management and coordination skills in a network setting, a multi-cultural worldview and understand the systemic challenges and strengths of being a global organization. Excellent communication skills, including fluency in written and spoken English is essential and Arabic desirable.
