Duration: 1 year

Conditions:

  • Executive status (depending on eligibility for access under French regulations)
  • monthly gross salary from €3,300 to €4.000 according to experience in the similar position

TGH background

“Actor in a sustainable and shared solidarity”

Established in 1994, TGH (Triangle Génération Humanitaire) is a French international solidarity organization based in Lyon. The organization designs, implements and monitors emergency, humanitarian, rehabilitation and development programs in the following sectors of intervention: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH currently operates in 10 countries throughout Africa, Asia and the Middle East.

On February 24, the Russian president announced a special military operation to demilitarize Ukraine. Minutes later, missiles/air raids hit all of Ukraine, including Kiev, shortly followed by a massive ground invasion from several directions, in a major escalation of the 2014 conflict and resulting in the siege of several major strategic Ukrainian cities such as Chernihiv, Kharkiv, Kherson, Kyiv, Mariupol, and Sumy. The Ukrainian president has since enacted martial law resulting in the general mobilization and management of the country by the military.

While the eastern part of the country was attacked from the beginning of the invasion with an assault on the main cities of the country, the Russian troops quickly attacked the capital, Kiev, causing the displacement of the diplomatic bodies of the United Nations and the majority of humanitarian actors to the west, particularly to Lviv, which has become a real humanitarian hub. The populations forced to flee for safety are seeking to reach the west of the country, which is, so far, still relatively unaffected by attacks. The Lviv region is home to a large number of displaced persons and is the main transit point for people seeking to reach Poland or other European border countries. On the 18th of April, OCHA revealed that over 4.9 million people have crossed international borders to seek refuge mainly in Poland.

According to IOM on the 21st of April, the total number of internally displaced since the beginning of the war is over 7.7 million, 17 per cent of the country’s population and women represent at least 60 per cent of those displaced.

According to the humanitarian community, all the people living in Ukraine have been directly or indirectly affected by the conflict. Emergency humanitarian needs are varied and cut across all sectors.

The most pressing needs identified include:

  • cash and access to financial support
  • psychosocial support for a weakened mental health and limit the risk of irreversible
  • medicines and medical supplies

Presentation of the mission

TGH is present in Ukraine since 2015. Established in Kramatorsk (East), TGH’s interventions were targeting the most vulnerable populations along the contact line employing traditional and innovative modalities as follows:

  • Provision of electronic vouchers (e-vouchers for food, hygiene or dual-purpose e-vouchers), an innovative modality with application of mobile phones and web-money-based interface
  • Cash for Work (rehabilitation or social work)
  • PSS
  • Documentation support (restoration or obtaining of official/legal documents)
  • Provision of basic humanitarian assistance: food and hygiene kits, in Donetsk, NGCA

In2021, TGH has completed its intervention with an emergency Covid-19 response funded by UNICEF supporting healthcare, educational and social institutions and households of Donetsk and Luhansk oblasts (GCA) along the contact line with electronic vouchers for essential hygiene.

Following February 24th, TGH mobilized its teams on the ground and at headquarter to maintain its existing activities and develop an emergency response to meet the most immediate needs of the affected populations. To this end, TGH has quickly started various assistance program to cover the basic needs and respond to the psychological distress of the affected households and individuals. Up to this date, TGH is implementing 6 different projects, while others are under discussion. To implement these activities in the most affected areas of Ukraine, TGH has developed and reinforced the collaboration with local partners that are essential and take a crucial place in the global response.

Initially operational in Ukraine from Kramatorsk, the team has been relocated to Lviv where the main TGH office had been recently opened and from where the activities are remotely managed. Given the enormous needs all around Ukraine and the different grants awarded, TGH is planning to open in the coming weeks sub-office in the other main cities of Ukraine in order to be closer to the beneficiaries and ensure a proper implementation and follow up.

TGH is a member of the following Clusters and Working groups: Protection, Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) WASH, shelter/NFI cluster.

Position

Under the direct supervision of the HQ-based Desk Manager (Lyon), the country director has the overall responsibility for TGH operations in Ukraine and the mission staff. S/he directly manages about 10 persons

General supervision of the mission

  • Represents TGH in Ukraine, in particular with national authorities, national project partners, donors, humanitarian coordination mechanisms, UN agencies and other INGOs
  • Ensures compliance with Ukrainian laws, procedures and regulations applicable to the INGOs working in the country
  • Ensure an appropriate level of visibility of the organization with the national and local authorities, as well as with donor representatives in the country
  • Monitor and analyse the political, humanitarian and socio-economic context
  • Ensure efficient internal coordination at mission level and with HQ
  • Ensure efficient distance management between the coordination and Field bases

Security management

  • Monitors the national context, including parts under Russian’s troupes influence (political, security and socio-economy) and maintains regular communication with HQ
  • Oversees the regular updates of TGH security package.
  • If required, conducts security assessment on the field
  • Ensures in particular that internal guidelines are translated (in national language)
  • Ensures that TGH is fully included in the existing security information and coordination mechanisms, such as the UN, INSO and the French Embassy
  • Manages security incidents and crises, in coordination with HQ, CIMIC or French embassy.

Representation

  • Represents TGH in Ukraine, in particular with national authorities and de-facto authorities, national project partners, donors, humanitarian coordination mechanisms, UN agencies and other INGOs
  • Ensures compliance with Ukrainian laws, procedures and regulations applicable to the INGOs working in the country
  • Ensures an appropriate level of visibility of the organisation with the national and local authorities, as well as with donor representatives in the country
  • Ensures TGH appropriate level of coordination into specific clusters and working group (Kiev national and sub-national level)
  • Ensures an appropriate level of coordination with others NGO working in the field.

Definition and implementation of mission strategy

  • With his/her team and in coordination with the HQ-based Desk Manager, defines and/or updates the general strategy of the mission related to context changes, using the TGH tools.
  • Implements and orientates program activities to the strategy.
  • Coordinates and/or conducts assessment and exploratory missions..
  • Supervise the good Identification, implementation, and development of partnership agreement and follow up with local NGOs.

Fund raising

  • In coordination with the HQ-based Desk Manager, identifies and actively pursues new funding opportunities
  • Identifies call for proposals or tenders related to TGH intervention sectors.
  • Coordinates and/or supports writing proposals of new projects;

Program

  • Ensures overall overview on the logistic and financial situation of the mission, and budget-related issues of the projects
  • Ensures overall coordination, follow-up and quality of the ongoing projects with the Deputy Country Director for Program (D.CD P)
  • Coordinates the production of qualitative and in-time donor reports (narrative and financial) with the D.CD Program & D.CD for Support. the Program Team in the implementation and follow-up of the activities as necessary
  • Participates and supports the team in case of audit.
  • Ensure accountability mechanism are in place (PSEA, FCM …) and TGH policies.

Human resources

  • Plan and participate in the recruitment of expatriate staff
  • Ensure the full respect of the administrative, financial and logistics procedures
  • Ensures efficient internal coordination at mission level and with HQ through weekly internal coordination meeting.
  • Organizes, coordinates and supports the TGH national and international team on a daily basis.
  • In coordination with the HQ-based Desk Manager, defines the team’s setup
  • Ensures performance management for staff under direct supervision according to the internal guidelines
  • Ensure a good work atmosphere and team building into the mission.

This list of responsibilities could be modified upon the needs in the field.

Security, working and living conditions

Security conditions are very volatile and must be assessed constantly. Air alerts are relatively frequent and specific SOPs have been set up. Movements are monitored and there are no-go areas defined by the organisation. All movements outside of cities are done by car. The Martial Law all over the country was declared since the open conflict with Russia that brings some restrictions as curfews.

In Lviv, life is relatively quiet with a large variety of services and supplies mainly from Poland. The CD have is own apartment in Lviv.

Profile

  • At least 3 years of experience with a humanitarian NGO including at least 1 year in a coordination position in emergency context.
  • Good knowledge of the humanitarian environment (NGOs, UN, main donors)
  • Good communication and writing skills in English; knowledge of Ukrainian and French languages is an asset.
  • Proven experience in networking, fundraising and writing project proposals
  • Experience in project management
  • Strong leadership and staff management skills, with experience in managing diverse and multidisciplinary teams
  • Good security management skills, experience in challenging security environments
  • Experience in partnership building and management with local CSO partners and national government
  • Good organizational, planning, diplomatic, and problem-solving skills, effective decision-maker
  • Cultural sensitivity, diplomatic, positive and constructive approach
  • Experience of leading efficient and transparent financial management processes
  • Good organizational and planning skills
