GOAL has responded to the world’s major humanitarian crises since its founding in 1977, working with vulnerable communities in 15 countries across the globe with a dedicated team of 3,500 personnel. While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and support them on the road to recovery.

GOAL Turkey began implementing humanitarian programmes in 2016, contributing to the national refugee response framework which affirms the human rights of refugees and migrants, advocating for support where it is most needed. Our project targets the most vulnerable and excluded refugees, specifically migrant seasonal agricultural workers, and members of nomadic/semi-nomadic groups to reduce, remove or prevent protection risks, until lasting solutions for their protection are found.

Job Purpose

The Country Director for GOAL Türkiye is responsible for context specific programming and is the key contact point for GOAL’s international donors.

Key Responsibilities

  • Responsible for securing and responsibly growing the portfolio within the Country. The CD leads the process for updating and implementing the Country Funding Strategy; proactively engages existing and future donors.
  • Responsible for aligning the country programme to GOALs Global Strategy through development and implementation of Country Strategic Plans and Annual Country Plans. The CD guides senior programme personnel on programme development, implementation and leveraging of global technical resources for Programme Quality visits and reviews.
  • Responsible for ensuring all programme activities are planned, resourced, implemented, monitored and evaluated in a timely manner, to ensure that they are appropriate, necessary, cost effective, targeted, sustainable and in keeping with GOAL’s mission and philosophy and Turkish law.
  • Responsible for leading the annual Country Budgeting process to ensure effective forecasts and resourcing. Responsible for managing and mitigating against risk in country.
  • Support regional integration and collaboration with GOAL teams across Turkey.
  • Represent GOAL in key stakeholder and peer networks and coordination mechanisms and with state and local government agencies.

The role

  • Act as a representative of GOAL and demonstrate the highest standards of behaviour towards children and vulnerable adults both in your private and professional lives.
  • Lead by example and coach and development capacity of the GOAL team in Türkiye.
  • Provide strong leadership by motivating, inspiring and building a strong culture of collaboration and accountability while communicating effectively and making hard decisions if and when necessary.
  • Provide troubleshooting interventions and an approach which supports problem solving and team building.

Essential Requirements

  • Experience in humanitarian or development programming role in an INGO in the Middle East region.
  • Experience in security and crisis management
  • A record of successful engagement with institutional donors
  • Fluent written and spoken English.
  • An interest in capacity building/mentoring of teams
  • Excellent staff management and personnel skills
  • Problem solving skills to identify and lead the resolution of issues.
  • Excellent coordination skills and ability to work as part of a team.
  • Patient, flexible, able to improvise and communicate clearly and effectively under pressure.

Desirable

  • Fluent written and spoken Turkish
  • Experience directly managing multi-sector programmes across multiple grants and/or experience in managing qualified programme managers implementing multi-sector activities across multiple grants.
  • Prior experience in programming in protection, resilience, livelihood and humanitarian response as well as refugee programming
