War Child is a learning organisation that continuously enhances its services to children affected by war and conflict. This includes striving to become a networked expert organisation able to mobilise and provide services and technical assistance within and outside the organisation, as well as across its programme teams in various programme locations in the country.

War Child has been working in the territory that now constitutes South Sudan for more than 2 decades now. Following independence in 2011, South Sudan is still the newest country in the world but it has continued to be locked in a protracted conflict that is driven by a diverse set of historical, ethnic and political issues. Millions of children continue to be at risk and in need of protection, support for their psychosocial development and access to education in poorly resourced emergency settings.

Your challenge

You are responsible for the realisation of War Child’s country programme in South Sudan. This includes and is not limited to developing and updating the country strategy, planning and reporting (annually and quarterly), monitoring & evaluation and effectively supervising the country team. Capacity building of staff and local partners is part of your challenge. As the Country Director you play an important role in fundraising of institutional donors (in-country). You develop and maintain donor relations. Next to this you will represent War Child in meetings and coordination platforms. You will have the final responsibility for Security Management. You will ensure to be well informed on security developments at all times. You will ensure that the country security plan is updated on a regular basis and ensure implementation by all staff. You have the final responsibility for finance, office and logistics management (to a large extend delegated to the Operation Support Manager). You authorize investments and manage supplies. You maintain efficient financial control (of cash flows, local payment, etc.) accountability standards, procedures and records. You prepare budgets and budget control. You take action by imminent deficiencies or surpluses.

Your team

The Country Director directly manages the Finance and Human Resources Manager, Programme Development Manager, Logistics & Security manage the Field Location Managers of Torit and Bor.

Your profile

You are an experienced and inspiring leader. You have at least 10 years relevant experience in an international humanitarian context of which a minimum of 5 years in a senior management position (e.g. as Representative or Country director). Proven experience in the region is a must. You will have a relevant academic background e.g. social sciences, international relations, Business Administration. You have excellent communication skills in English. You have experience in working with local partners and knowledge of psychosocial, protection and education programmes for children affected by conflict. You have proven experience in financial management (including management of multiple grants). You are diplomatic with strong problem solving and social skills. You are result oriented and stress-resilient, able to cope with deadlines and complex problems. You are a team player and able to work independently. You have affinity with War Child’s mandate. You have proven experience in growing the operations and funding of an organization.

Contract: 1 year contract with the intention to prolong

Starting date: August 2022

South Sudan is a non-family duty station. The expatriate is allowed to bring a partner under the condition that he/she is employed or will be employed by a humanitarian organization. The expatriate is not allowed to bring children.
