The Arbeiter-Samariter-Bund Deutschland (ASB) is a German aid and welfare organisation with more than 300 branches at national, regional, district and municipal level all over Germany.
More than 1.3 million members provide a broad social basis for our organisation and more than 20,000 employees as well as over 17,000 volunteers form part of the ASB ensuring a high level of quality in areas such as rescue services, civil protection and social services. Since its foundation in 1888, ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability. ASB’s Foreign Aid Department provides both direct emergency relief to people hit by human-made or natural disasters and longer-term rehabilitation measures designed to promote recovery and to rapidly help restore the livelihoods of refugees, internally displaced persons and other vulnerable groups. ASB currently has a portfolio of more than 100 relief, rehabilitation, development and inclusive Disaster Risk Reduction (DRR) projects runs own offices in Bosnia and Herzegovina, Georgia, Greece, Haiti, Indonesia, Iraq, Kosovo, Nicaragua, Niger, Serbia and Ukraine.
ASB started its operations in Haiti immediately after the catastrophic earthquake in 2010, supporting the affected population through an emergency program, including reconstruction and rehabilitation of destroyed houses in Petit Goâve and Grand Goâve. Humanitarian aid was provided as well after hurricane Matthew (2016), the corona pandemic (2020) and the recent earthquake in the south department (2021), with special emphasis on inclusive access to clean water through water filter systems.
From 2013 to 2020, ASB implemented transitional aid projects with financial support from the German Government. It aimed at strengthening disaster resilience of the rural population. Since then, all projects have been implemented by local partner organizations and follow a multi-dimensional approach to resilience building. Project measures comprise areas such as food security, WASH, disaster risk reduction, climate crisis adaptation and social inclusion with particular focus on the empowerment of persons with disabilities and their organizations. Geographically, the projects are implemented in several municipalities of the Departments Sud, Ouest, Nord and Centre.
During project implementation, ASB contributes to capacity building of partner organizations, target groups and stakeholders, and proper coordination among the involved actors. For technical support, project coordination and program development, ASB runs an office in Petit Goâve.
ASB is seeking expressions of interest from qualified and committed individuals for the following position:
Country Director Haiti
The Country Director is responsible for the overall leadership and strategic development of the ASB Programme in Haiti. He / She is coordinating with ASB´s regional office for Latin America and reporting to and supervised by the respective Desk Officer for Latin America and the Caribbean at ASB’s headquarter in Cologne, Germany.
Duration: 12 months (possibility of extension)
Start: August 1, 2022

Key responsibilities include:
- Programme Management: to supervise all projects and programs implemented by ASB and local partner organisations in Haiti. This particularly concerns the achievement of project / program objectives and the timely development and submission of required project documentation including but not limited to study and reports and M&E related documentation.
- Programme Development and Fundraising: to develop project concepts and proposals in close cooperation with the regional office for Latin America and ASB HQ. To establish and maintain close working relationships with donors present in Haiti in order to raise funds for new project cooperations in line with ASB’s programmatic priorities as defined in ASB Foreign Aid’s mission statement.
- Compliance: to ensure that all personnel and projects adhere to ASB‘s internal strategies and policies, particularly ASB’s Standard Operation Procedures (SOPs), Code of Conduct and Strategic Objectives of ASB Foreign Aid Department. To ensure compliance with donor regulations as well as with rules and regulations of the country in which projects are being implemented.
- Representation: to liaise and represent ASB towards the Government of Haiti, UN agencies, European Union, donors, the (I)NGO community and networks, the media and other relevant stakeholders.
- Partnerships & Alliances: to maintain existing partnerships and alliances as well as build up new partnerships and alliances.
- Financial Oversight: to supervise financial management, including but not limited to country budget including all projects and programs as well as financial management systems to ensure full-compliance with ASB’s as well as donor financial guidelines, procedures and policies.
- Personnel Management: to supervise recruitment and human resource management of all personnel employed by ASB Haiti. This includes the direct line management of project coordinators, finance managers as well as communication, security and M&E officers.
- Safety and Security: to ensure the overall safety and security of personnel and assets in line with ASB Haiti’s Security Management Plan.
- Internal Communication: to maintain regular and close communication with ASB‘s Regional Office for Latin America and HQ on relevant matters, particularly project progress, development of new projects as well as strategic development of the long-term portfolio.
Key Requirements:
- Relevant University Degree (degree in humanitarian studies, disaster risk reduction or development studies or similar an advantage)
- Minimum eight years of relevant work experience including at senior management level
- Profound knowledge and experience in key working areas such as Humanitarian Assistance, Disaster Risk Reduction, Resilience building, social inclusion
- Profound knowledge and understanding of project management tools (PCM, Logical Framework, outcome orientated M&E, etc.)
- Strong proposal development skills
- Experience with international donor agencies such as German Federal Foreign Office, German Ministry of Economic Cooperation and Development, European Commission, Country Based Pooled Funds, or others
- Experienced in liaison/lobbying/advocacy with key stakeholders
- Strong leadership and communication skills, with excellent written and spoken in French and English (knowledge of Spanish an advantage)
- Ability to inspire and work independently
- MS Office proficiency
