Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health – Mental Health, Psychosocial Support and Protection – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. This situation in Ukraine has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.

ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). In Ukraine strategy includes WASH activities (rehabilitation/repair of centralized water and sanitation networks as well as gas networks and boiler plants, minor repair of Collective/Transit Centers and hygiene kit distribution) as well as Health & Nutrition ones (primary health care structures support).

In Poland ACF intervenes in Varsaw and in Rzeszow, close to the border. In Romania ACF activities are implemented on the northern border (with Ukraine) and eastern border (with Moldova).

The Romania-Poland mission (Rompol) is based in Bucharest.

We are looking for a Country Director to lead our activities in Roumania and Poland. The position is based in Bucharest with travels within the country and in Poland.

As Country Director, you lead the Romania and Poland Country office composed of 25 people.
You will have to stabilize and develop ROMPOL Offices related to Ukraine response and a potential long term positionning in Europe (including systems set up, fundraising, staffing, and partnerships approach), while providing immediate support to refugees and host communities in Romania and Poland.
More specifically you:
– Ensure the implementation (with regular updates) of the medium/long term partnership strategy with local partners in support of the refugee population and host community in Romania and Poland
– Coordonate the implemenation of FSL and MHPSS, mostly through partnership
– Are in charge of fundraising
– Oversee the recruitment and setting up of systems
– Ensure the emergency response intervention objectives are achieved
– You manage directly 25 staff including 1 Field Coordinator based in Poland and create a strong positive relationships within the ACF team
– You garantee a positive dynamic with local partners and stakeholders
REQUESTED PROFILE

You have at least 6 years’ experience in the humanitarian and development field. You have experience in leadership role. You need to have a significate past experience on partnership-based approaches. Creativity, flexibility, and ability to support a special development and rollout of systems are a must, as are strong interpersonal skills. You are also known as an excellent manager and able to drive your team to the best. Additionally, because of the particularities of operating in Europe, creativity will also be needed in the donor engagement and approach, so candidates experienced in working with non-institutional and European funding would be a plus.
You are fluent in English and authorised to work in the EU.
