Norwegian People’s Aid Department for Mine Action and Disarmament (DMAD) is seeking a Country Director, Bosnia and Herzegovina

Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

As the Country Director you are expected to lead a mature programme which aims to protect civilians from explosive ordnance and enable access, safe livelihoods, and sustainable development. NPA supports BiH towards fulfilling its CCM Article 4 and APMBC Article 5 obligations. Furthermore, the programme is involved in capacity development of key national stakeholders including; BHMAC, BiH Army Demining Battalion and Civil Protection. The programme is co-located with the NPA Global Training Center for Mine Detection Dogs in Blagovac, Sarajevo.

Duty station: Sarajevo, Bosnia and Herzegovina

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

To be successful in this role you must have:

  • Minimum five years’ experience as Country Director and/or Programme Manager in a mine action programme
  • Relevant higher education and/or military experience at officer level
  • Experience from developing programme strategies and strategically managing and directing large scale projects including implementation, management, monitoring and evaluation, risk assessment and mitigation and contract compliance
  • Strong management skills with proven ability to lead and manage multidisciplinary and multicultural teams
  • Experience from managing finance, administrative and human resource systems to ensure programme efficiency, including knowledge and understanding of relevant institutional donors (NMFA, GFFO, EU)
  • Profound understanding of and commitment to mine action capacity development principles
  • Written and verbal proficiency in English

In this position your main tasks and responsibilities will be:

  • Overall responsibility for all NPA activities in Bosnia & Herzegovina
  • Strategic leadership and representation of NPA in country
  • Oversight of the programme to ensure quality and timely delivery of NPA activities
  • Accountability towards the NPA Head Office for the delivery, effective management, budget control, monitoring, and evaluation of all activities in the country programme
  • Ensure effective integration of strategic, programmatic and operational management to maintain relevance, quality and impact of all activities in country
  • Line Management of the Global Training Centre for Mine Detection Dogs and the Head of GTC
  • Administrative responsibility for the Sarajevo hub of global special advisors
  • Active gender and diversity mainstreaming within the programme and in all NPA activities
