RESPONSIBILITIES

Action Against Hunger is well known for its expertise in Nutrition and Health. It started working in Afghanistan in 1995.

The coordination office is in Kabul and the field offices are in Helmand, Ghor, Daikundi & Badakhshan. Head of Department’s, Country Director and Deputy Country Director are stationed in Kabul and each base having an expat field coordinator.
Since the Taliban took control of the country, the expats will need to show good cultural awareness and be able to adapt to the conservative nature of society. The ability to communicate patiently and clearly is a key asset as many national staff have no or limited English language knowledge, thus being able to work over this barrier is a key skills.
AAH is currently scaling its country programme to respond to the largest humanitarian crisis in the country for the last 40 years. AAH is playing a key role among the INGO community, being one of the longest standing INGO in the country, playing a critical role, notably in nutrition. In this evolving and volatile context, we need a strong Country Director to lead our country team and programmes.

As Country Director, you will be in charge of leading the implementation of the country strategy in Afghanistan in a context of growth of the country programme to respond to a major humanitarian crisis, leading resources mobilization, and oversing financial and country team management in line with Action Against Hunger values and processes.
More specifically:
You lead the implementation of the country strategy and its adaptation in a context of growth of the country programme; you manage and lead the adaptatation of the country team.
You oversee resources mobilisation and fundraising efforts to suppport the implementation of the country strategy.
You ensure the adaptation of AAH team and model of operation to a very changing context and uncertain security situation
You lead the successful implementation of improved financial and HR processes and tools.

REQUESTED PROFILE

You hold a Master degree. You have at least 10 years of humanitarian or development experience, with minimal experience of both development and humanitarian context; At least 7 years of senior management or leadership experience, including team leadership. You also have 3 years of successful previous experience as Country Director. You show excellent organizational and interpersonal skills. You are known for your excellent negotiation skills, and political astuteness as well as your excellent adaptation and culturally sensitivity skills. You have a strong understanding of financial and logistics management. You also have a significant experience with external representation and promotion of programs with stakeholders and potential donors, and are able to generate goodwill towards the program with the intention of raising funds and the country grant portfolio. You are experienced in managing security in a volatile environment. You have an excellent knowledge and understanding of the Central Asian context, especially in Afghanistan (strongly preferred). A solid sense of humour would be a great asset.
Fluent spoken and written English skills

SPECIFIC CONDITIONS / SALARY

– 18 months fixed term contract under French legislation
– Monthly gross salary from 3800 to 5000 EUR upon experience
– Monthly per diem and living allowance: 456EUR net, field paid
– Monthly country allowance: 450EUR
– Child allowance: 1500EUR per year per child present in the country of origin (maximum 6000EUR/year)
– 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
– Transportation and accommodation: Coverage of transportation costs and accomodation
– Medical coverage: 100% coverage of health contributions (CFE + complementary health) and repatriation insurance
– Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 EUR at each RnR period
