Mission

The Country Coordinator has the overall responsibility of Médicos del Mundo mission in Ukraine. He/she will lead on MdM strategy and will closely follow-up and coordinate with all departments to ensure smooth and timely program delivery and adequate operational support in line with MdM and donor standards and requirements. He/she will represent Médicos del Mundo and MdM network towards key stakeholders in the country. He/she will be responsible for the security and safety of MdM teams on the ground.

Geographical scope of intervention

The Country Coordinator will be based in Kyiv with regular visits to the field.

The Country Coordinator will report to the Complex Crises Coordinator at Médicos del Mundo HQ.

Functions

Representation, communication, and positioning:

Represent and maintain contact with the national and local authorities, other NGOs, agencies and international and national organizations in country.

Represent Médicos del Mundo and MdM network before organizations and international financing entities (WHO, ECHO, OCHA, among others), public institutions (Ministry of Health), NGOs, and other agencies at national level, ensuring that our actions are consistent with the policies, mission, principles, and ethical values of Médicos del Mundo.

Negotiate collaboration agreements and agreements between local authorities and Médicos del Mundo and with other agency and /or associated actors.

Participate in national coordination platforms with other humanitarian actors in the country.

Act as spokesperson for MdM in the country, for external communication, agreeing contents and positioning with headquarters.

Channel all relevant field communication to HQ and vice versa.

Lead the coordination with other chapters from MdM network present in Ukraine as per network agreements.

Strategy:

In collaboration with the country coordination management team, develop programmatic and operational strategies to ensure MDM is responsive, impactful, and forward-thinking to be able to deploy quickly a large-scale humanitarian response.

This requires developing an in-depth knowledge of the context and crisis, a thorough understanding of MDMs approaches and priorities, systems-thinking and a willingness to think beyond traditional humanitarian response and the project cycle.

In collaboration with the country coordination team, ensure new programming and emergency strategy response actions development are proactively undertaken and strategic frameworks and standards are agreed.

Program management support:

Ensure the country program’s resources are planned, allocated and utilized effectively and transparently and in full accordance with national legislation and donor requirements. To achieve this, collaborate with the coordination team to critically review and analyse systems in place to ensure ongoing budget monitoring, financial management and expense control and compliance.

Team Management:

Manage the country operation’s coordinators and ensure each position has clearly defined and achievable objectives. This responsibility entails coaching and staff development and promoting frequent and constructive coordination between departments and teams.

Provide overall leadership to the country operation by demonstrating integrity and by promoting a culture of accountability and respect. This entails frequent and regular interactions with staff, beneficiaries, and other key stakeholders.

Security:

Ensure compliance with the internal rules of the organization in terms of security measures with special emphasis on extraordinary measures implemented in a complex crisis/ emergency.

Ensure and contribute to the updating and revision of the security pack at regular intervals.

Liaise with security forums in country to ensure an up-to-date understanding of the political climate and security risks.

Update HQ security team on all relevant security information and activate HQ security management team in case of emergencies.

Make executive decisions about security protocols to follow and lead the incident management team.

Minimum requirements

Required qualifications

Academic background:

University degree or diploma.

Desirable: Master in International Cooperation and/or Humanitarian Aid

Requirements

Language: Fluent English (written and spoken), C1 level, required. Ukranian/Russian: A strong asset

Computer requirements: Office pack user level.

Experience

Substantial experience in humanitarian/emergency context in top senior management roles. i.e.: Country Director, Regional Director, Head of Operations, Head of Programmes or similar.

Experience in health programming.

Experience working and managing security in highly volatile contexts and armed conflict setting.

Experience managing large multi-sectoral and multi-cultural teams.

Experience in change management is an asset.

Experience in developing partnerships and working with local partners is an asset.
