Contract length: 6 months, contingent on funding

Location: Moldova, work from home

Travel: Limited, within Moldova

Reporting to: Romania/Moldova Country Program Manager

Salary range: 4,500 – 5,500 USD/month

The role

The Program Coordinator, Moldova will support CLEAR Global’s deployment of language and communication support to the humanitarian response to the Ukraine Crisis in Moldova. They will report to the Romania and Moldova Country Program Manager and work closely with the Ukraine Response team, including the Language Services, program technology, and research and data teams. Their primary role will be to help facilitate implementation of CLEAR Global activities, including coordinating delivery of training and language services support to partners, attending United Nations coordination meetings, liaising with relevant government officials, and serving as the representative for CLEAR Global in Moldova. The role will involve liaising with the government, the United Nations coordination system, and other NGOs to understand language and communication challenges, what is being done about them, and how CLEAR Global can support.

The role can evolve, so flexibility and the willingness to adapt to changing circumstances is crucial.

Responsibilities

Partner liaison and networking

  • Attend (remotely) UN weekly coordination meetings and represent CLEAR Global, advocating for and providing tools on inclusion of language and communication considerations in program delivery.
  • Share key information from UN coordination meetings back to the CLEAR Global team.
  • Coordinate with NGO partners to deliver program activities, including organizing trainings, collecting feedback, and serving as a general focal point between them and CLEAR Global
  • Maintain positive and productive relationships externally and internally
  • Collaborate with advocacy and communications colleagues to ensure external communication on the project makes maximum and accurate use of the available information.

Design, implementation, and monitoring of program activities

  • Input into project design, proposal development
  • Planning and delivery of program activities as per the project proposal
  • Facilitate and proactively ensure that all cross-team activities are coordinated efficiently
  • Project-specific financial planning and expense tracking
  • Maintain accurate, clear and compliant project documentation
  • Draft and compile donor reports
  • Support the logistics and facilitation of focus group discussions, key informant interviews and surveys related to language, comprehension and community engagement
  • Analyze partners’ needs and propose appropriate CLEAR Global solutions to improve two-way communication

Perform other duties as assigned

Qualifications

The right candidate is an energetic and proactive team player, a good communicator and advocate, and an enthusiastic organizer who agrees with CLEAR Global’s basic beliefs and values and who can work virtually and face to face with team members based throughout the world.

Essential skills and competences

  • 3-5 years of experience with non-profit organizations or Language Services
  • Understanding the importance of language in humanitarian and development action
  • Bachelor’s degree in Humanities, Social Sciences, or related field. Master’s degree preferred.
  • Fluent in Moldovan, Romanian, or other languages of Moldova
  • Excellent spoken and written communication skills in English
  • Support research projects being done by the Research Advocacy and Data teams, including logistical and admin support.
  • Training or research skills and experience a plus
  • Language technology, interpreting or translation experience a plus
  • Excellent interpersonal skills and the ability to build relationships remotely and face to face.
  • Ability to work independently, efficiently and reliably, to a high standard and to tight deadlines
  • Flexible and able to innovate to find creative solutions
  • Good organizational and logistic skills, and an attention to detail
  • Sensitivity to cross-cultural dynamics in the workplace and ability to work collaboratively with a diverse team
  • Resilience, flexibility, and a good sense of humour

The successful candidate will need to have access to a stable internet connection and a computer to be able to carry out the role.

Background

In an emergency, CLEAR Global provides language support to facilitate vital two-way communication between the people affected and humanitarian responders. This happens both remotely and on the ground. Remotely, CLEAR Global works with a global network of linguists to translate text, audio and audiovisual content from and into the languages of crisis-affected people. We also provide information, guidance, and language mapping support to humanitarian organizations. On the ground, country program teams offer a range of support, from research and training to glossary development and pictorial communication tools. We are also leading the development of language technology for marginalized languages. This has the potential to shift the power dynamic in emergencies and international development contexts, placing control of communication and information access in the hands of the people in need of support.
