Country Community Building and Social Cohesion (CBSC) Programme Manager

Main Objective:

The Country Community Building and Social Cohesion Programme Manager is the lead person at the country level to discharge the responsibility and role of the country in planning, implementing and reporting on JRS Syria’s community building and social cohesion programme. Working with the country team, project directors, and community building and social cohesion team in three locations (Damascus, Homs, and Aleppo) to deliver the programme to the highest standard possible as it is outlined in approved programme proposals.

Main Tasks and Responsibilities:

Understands the vision, spirit, objectives, and targets of the JRS CBSC Programme and develops ongoing communication within the Country Office Team, Project Directors, and Team Leaders to ensure a commonly held understanding of the vision, spirit, objectives, and targets of the programme.

  • Accompany and support Team Leaders in growing in their capabilities and skills to succeed in their role.
  • Provide useful resources to Team Leaders to achieve the programme goals and provide training opportunities and reflective spaces for Team Leaders.
  • Develop strategies for projects to be implemented to ensure greater involvement of affected people in the design, implementation and monitoring of the CBSC Programmes.

Monitors the progress of implementation (in close collaboration with the Country Programme Officer) of the CBSC Programme against the indicators and targets outlined in the proposal and with the support of:

  • MEAL document, maintain up-to-date information and reports to Country and Regional office.
  • Works with Monitoring and Evaluation Teams, Data Teams, and Information System Teams, to ensure ease and accuracy of data collection systems that are easy to use and effective.
  • Creates and maintains a functional weekly reporting mechanism from Team Leaders that tracks implementation.
  • Leads with support from the Monitoring and Evaluation Team, on drafting interim and annual reports, on the CBSC Programme, to be submitted to Country Programmes Officer and Country Director.

Minimum Qualifications:

Compassion and strong commitment for refugees and other displaced people.

  • Bachelor’s degree in social sciences, community development, economic development, or any other related field.
  • A minimum of 3 years of NGO or Community Experience.
  • Demonstrated strong analytical, strategic thinking and planning skills
  • Neutrality and openness to the other in terms of religion, race, and social status.
  • Work on the following programs Microsoft Excel, and Word.
  • Fluency in written and spoken English and Arabic is required.
  • The ability to write and formulate clear reports.
  • Ability to perform under pressure, work independently and respect deadlines.

Knowledge, Skills, and Personal Attributes

  • Familiar with NGO Project Approaches.
  • Knowledge in Social Cohesion and Peacebuilding or Parenting Programmes, or Youth Empowerment.
  • Experience with Leadership role or capacity for the leadership role.
  • Good communication and interpersonal skills.
  • Strong organizational and team working skills.
  • Good cultural awareness and sensitivity.
  • The ability to listen effectively.
  • Highly approachable, trustworthy, and confidential.
  • Highly motivated, reliable, and hardworking.
  • Availability for training and supervision, and in-country travel.
