CARE seeks Cost and Pricing Consultants to support the Institutional Funding and Strategy (Business Development team) and Country/Regional proposal teams. The Consultant will lead cost proposal development, ensuring that CARE’s needs are met, all donor requirements and policies are fulfilled and are in line with the technical sections of the proposal. This work will include:

  • Review solicitation document and suggest questions/clarifications and submit these suggestions to the Proposal Manager.
  • Develop budget in advance of solicitation release if appropriate.
  • Create or review and confirm the timeline of the cost proposal process with the Proposal Manager and the country/region/HQ proposal team.
  • Calculate budget ceilings for partners if appropriate.
  • Develop or update CARE budget templates and/or partner cost packet for the cost proposal as per solicitation requirements.
  • Initiate and/or participate in meetings and discussions affecting the cost proposal as necessary.
  • Lead the preparation of the first draft of the CARE budget and budget narrative with the cost lead from the country office/region/HQ office and review succeeding drafts of the budget and narrative.
  • Follow-up and review the budget and budget narrative of implementing partners and lead budget negotiation, if applicable.
  • Work with country office/region/HQ office and implementing partners on documenting and getting approval for cost share and leverage proposals if appropriate.
  • Follow-up other required documents from implementing partners for submission such as NICRA, if applicable.
  • Coordinate with Senior Cost Proposal Manager who will be responsible in the preparation of any required certifications/assurances or representations, Evidence of Responsibility (EOR) document, SF-424s, and other documents required by the solicitation or by the Prime as necessary.
  • Coordinate with Senior Cost Proposal Manager the timeline for any required gate reviews or approvals prior to finalizing the cost package.
  • Finalize cost package and send to Business Development/Proposal Manager for submission.
  • Review and provide feedback to proposal team’s responses to the Issues Letter during the Best and Final Offer (BAFO) stage as necessary.
  • Prepare and submit handover notes and files for each proposal completed to the Director of Business Management/Senior Cost Proposal Manager.

Qualifications

  • 4 years grants/contracts management experience
  • 5 years budget development experience
  • 5 years financial analytical experience and proven skills
  • 3 years of experience coordinating proposal development activities
  • Demonstrated ability to communicate technical information to non-technical audiences
  • Substantial experience providing guidance and technical expertise
