Job Summary:

The Program Development and Reporting Coordinator will be responsible for overall management of all internal and external reporting and grants management processes, and optimization of grant and
program management processes.

He/she will provide overall coordination of proposal writing and submission processes, ensuring the development of high-quality proposals in line with CARE’s policies and priorities, and donor requirements.
S/he will monitor the donor landscape and identify funding opportunities in line with CARE Afghanistan program focus areas, as well as strengthen proposal development processes, donor reporting and systems internally.

In addition, the Program Development and Reporting Coordinator will facilitate the Country Office response strategy process ensuring the quality of the strategy document. The consultant will report to Deputy Country Director – Program and work closely with the Program Advisor, technical leads, and other relevant teams.

Responsibilities:

    1. Lead on optimization of grant and program management processes
      • Lead on the development of improved program management processes and tools.
      • Capacity building for program and support staff on new processes.
      • Responsible for initiating and following up on monthly processes as well as grant-cycle
        specific processes.
      • Support the PQ teams in capitalizing learning from report outcomes.
      • Provide capacity building on report writing, proposal writing and donor guidelines/regulations
        to appropriate staff.
    2. Ensure compliance with donor guidelines and regulations
      • Ensure that CARE CO is in compliance with donor regulations with regards to grants
        management and reporting.
      • Mission focal point for questions related to donor regulations.
      • Focal point for discussions with donors on ongoing programs.
      • Coordinate responses to requests for information from donors.
      • Development of compliance fact-sheets as appropriate
      • In collaboration with support Program Coordinators and finance team, provide capacity building to staff on donor compliance guideline.
    3. Lead all internal and external reporting processes
      • Development and updating tools for tracking and planning both internal and external reporting processes.
      • Support to program team in compiling, editing, or otherwise completing internal and external
        reports
      • Support the PQ teams to ensure that internal reporting processes are streamlined and
        simplified as necessary.
    4. Ensure effective coordination of program development processes
      • Coordinate, work with teams on the development of proposals or bids from start to submission – including conceptualization, design, writing of, cost effectiveness and budget development with program teams, finance, technical leads.
      • Develop and maintain strong internal relationships with Focal Points at all levels of CARE Federation, including the Asia Regional Office, as well as with global technical teams and CARE Member Partners, as required.
      • Liaise with CARE US HQ fund raising units.

Qualifications:

    • Proven strong written skills in English.
      • Strong ability to meet timelines in high stress situation. Extensive experience of proposal development and program design.
      • Donor relations and networking, Familiarity with key development and humanitarian aid donors.
      • Good knowledge in at least 1 of the following cross cutting issue: Gender (Gender Analysis),
      • Conflict sensitivity, partnership management.
      • Afghanistan or similar Humanitarian relief context experience is an added advantage.
      • Strong attention to detail required.
      • Willing to travel within Afghanistan, which may often require vising and working in remote and low resource environments.
