PROGRAM DESCRIPTION (BACKGROUND)

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there.

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. In addition, millions of Ukrainians have fled to neighboring countries, including Moldova, Poland and Romania, increasing pressure on host governments as they work to provide shelter and essential services to the new arrivals.

Our response activities will include operation of mobile medical teams and providing emergency and primary health services, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation and hygiene. If requested, we also are prepared to deploy our Emergency Medical Team and mobile health facility to provide emergency and primary healthcare wherever it is needed.

The position is based in Ukraine and may require in country travel based on security.

Candidates will be required to show proof of being fully vaccinated against COVID-19, Measles and any other mandatory vaccine requirement (country dependent) prior to deployment. JOB DESCRIPTION *

JOB SUMMARY: The Partnership Coordinator will support the Country Program in its strategic management and oversight of its robust partnerships across the country. The Partnership Coordinator will facilitate the Country Program team’s delivery of high-quality partnerships that are strategic for IMC, compliant with IMC and donor requirements, to provide quality services for the communities we serve, aligned with commitments made to IMC’s institutional and private donors.

Working in close collaboration with HQ Grants and Contracts (GCM) department and supporting country team and other cross-functional departments, such as technical unit, emergency response team, and global supply chain, the Partnership Coordinator will oversee all steps in the partnership management lifecycle ensuring that partnerships are appropriately integrated into the overall project cycle management.

MAIN TASKS AND RESPONSIBILITIES

Strategy and Program Approach

  • Collaborate with technical leads to proactively identify potential partnerships with representatives from civil society (e.g. L/INGOs, host authorities-e.g. Ministry of Public Health offices at the national, regional and local level), and private sector, and other groups as identified by country and home office SMEs.
  • Involve in program development from the initial phase with the technical teams to proactively identify partnership models that might be necessary for rollout of activities.

Promote Effective Partnerships

  • Establish and manage the Partnership Working Group (co-responsible for delivering the functions of the PWG), including referral of issues to Senior Management Team as appropriate.
  • Facilitate systematic partner feedback on IMC’s management of the partnership relationship, including the documentation of, and response to partner feedback.

Partnership Management

  • Holistically lead the partnership management processes to ensure for a well-planned, timely, coordinated, and coherent partnership management cycle.
  • Assist with program design; contribute to the relevant proposal content to ensure appropriate budget resourcing for partner’s projects.
  • Co-facilitate and guide competitive and non-competitive partner selection process to identify partners (new or existing).
  • Co-lead Partner Due Diligence Review (Vetting) processes, including completion of the risk assessment report for approval. Risk assessment should be in collaboration with relevant SMEs for that specific intervention.
  • Determine appropriate partnership instrument and draft agreements, taking into account results of the due diligence/risk assessment, specific project and donor requirements (i.e., obtaining donor approvals as necessary) in coordination with HQ for review and approval.
  • Co-lead Partnership Project Opening, Review and Closing Meetings, together with the lead technical PoC responsible for that specific partnership.
  • Coordinate and participate in timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the Partnership Working Group to address any project performance issues.
  • Coordinate narrative and financial reporting processes, including review and feedback.
  • Liaise with finance and technical teams to ensure timely funds transfers, proper financial follow up and support for partners; work with finance to address any challenges in payments and raise proposed disallowed costs to SMT.
  • Work collaboratively with partners and IMC staff to constructively resolve any issues that may arise.
  • Where partner performance issues are identified, facilitate timely action to address any areas of non-performance as they may arise.
  • Co-lead the review of the performance of the partner, of the IMC (including basis of partner feedback), and of the partnership, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the sub-award project cycle.

Partner Support and Capacity Sharing

  • Facilitate the collaborative development and delivery of the partner project support plan, ensuring that it appropriately addresses issues identified in the due diligence process, and coordinate with relevant departments for the timely, quality implementation of the plan.
  • Ensure IMC understands partner capacity strengthening priorities and identifies opportunities and plans for IMC to support partner capacity strengthening efforts.
  • Support the resourcing of organizational development support where appropriate for partners; coordinate organizational development support to partners.
  • Collaborate with technical coordinators to integrate technical capacity sharing approaches, including how IMC can learn from local partners.
  • Promote and identify ways for continual learning between IMC staff and partners.

Human Resources

  • Manage members for the Subawards Management Unit, in coordination with the HQ GCM department, country leadership, and any other partnership staff needed for the expanding program.

Culture of Effective and Respectful Partnerships

  • With the support of the senior management team, the Partnership Coordinator will also be a leader in building and promoting a culture, attitudes, and values conducive to collaborative partnerships among the team, based on a clear and shared understanding of IMC’s role, approach, and core partnership principles.

JOB REQUIREMENTS *

MINIMUM QUALIFICATIONS

  • Typically, a Bachelor’s Degree in international development, political science, management, social science, econ, environment, quality assurance or similar. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 8+ years of relevant and progressive experience in related field and management experience, including minimum 5 years of overseas experience
  • Experience in managing, negotiating and resolving highly complex tasks, awards and award-related issues in an effective manner
  • Demonstrated successful experience working with partners
  • Demonstrate understanding of project planning and management cycles, and strong program design skills
  • Significant knowledge of major donor rules and regulations (in particular U.S. Government, EU/ECHO and different UN Agencies).
  • Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment
  • Ability to work well independently, but also coordinate partnership workloads of staff not under direct line management
  • Demonstrated successful team leadership and supervision experience
  • Experience in training internal staff and partner staff
  • Willingness to travel frequently to field offices and partner locations
  • Professional fluency in spoken and written English required; Ukrainian preferred; able to communicate concisely.
  • Very strong English writing and editing skills; strong computer skills.
