JOB SUMMARY:

The Coordinator, MHPSS and Child Protection will be responsible for all aspects of strategy development, program development and design, implementation, and monitoring and evaluation of all Child Protection and Psychosocial Support related activities within the IMC country program. The PSS&CP Coordinator will also ensure that those interventions are technically sound, taking into account international and IMC best practices, and are appropriately meeting the needs of the beneficiaries in target communities.

MAIN TASKS AND RESPONSIBILITIES

New business development
• Coordinate the expansion of protection programming in close collaboration with the protection team, relevant field coordinators/managers, Program Coordinator and relevant technical advisors
• Actively contribute to identification of new funding opportunities, proposal writing and strategy development.

Program oversight and implementation
• Ensure that all interventions are in compliance with the IMC Strategy and Minimum Standards, international protection, MHPSS and CP standards and national policies.
• Oversee implementation of protection programs, management of budgets (budget forecasting, development of spending plans and budget follow-up) and reporting in accordance with IMC and donor regulations.
• Promptly identify and recommend solutions to technical issues, in coordination with the relevant sector managers and Technical Advisors.
• Collaborate closely with other program departments and support departments.
• Communicate routinely with other program and support sectors to ensure timely and coordinated programming.
• Supervise and direct the routine data collection for the project to monitor and use the data to improve the programming.
• Supervise and provide technical support to the team in the implementation of PSS and child protection in emergency activities, particularly regarding the implementation of case management activities and PSS skills training in accordance with international protection standards.
• Coordinate closely with the GBV Coordinator

Grants Management and Reporting
• Review progress in achieving program objectives and targets in collaboration with the program managers.
• Participate in and lead grants kick-off and review.
• Review technical aspects of internal and external reports prepared by the managers within agreed deadlines using IMC and donor formats, as required.
• Support the preparation and implementation of detailed HR, procurement and workplans for all protection projects.
• In collaboration with program managers, review pipelines on a monthly basis.
• Bring any over/under expenditure issues to the attention of the Program Coordinator.
• Oversee the management of donor grants ensuring the program is implemented with conformity with IMC country strategy.
• Ensure internal and reports to donors are produced and delivered in a timely and quality manner.
• Work in collaboration with the MEAL Manager to ensure that monitoring and evaluation systems are developed (including indicator tracking sheets) and implemented in all protection programs.
• When possible, undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

Representation and coordination
• As relevant, develop, maintain and/or initiate partnerships with community based organizations, international and local NGOs, UN Agencies, potential and current donors and relevant Government Ministries to support IMC programming
• Represent IMC at protection-related coordination meetings, ensuring proper dissemination of information among relevant partners, donors and relevant government institutions.
• Upon request by the Senior Management Team, support organizing and facilitating field visits for partners

Human Resource management
• Assist in the selection and recruitment of qualified staff in the protection programs.
• Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance review.
• Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
• Adhere to and act in accordance with the IMC HR Policies and Procedures.

Training/Capacity building
• Provide technical support, training and supervision to the protection teams as required.
• Promote on the job training for all staff in the protection team.
• Actively seek out formal and informal training opportunities for protection staff.

JOB REQUIREMENTS *

MINIMUM QUALIFICATIONS

• Typically, a Bachelor’s degree in in a mental health and/or child protection related field, (eg., social work, counselling, community work) preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.
• Master Degree in Social Work, qualification in counselling or psychotherapy is a plus.
• Typically, 7+ year of relevant and progressive experience working in related field, staff management experience, including staff capacity development and team building experience.
• Excellent professional track record with at least five years of international management level experience within NGO leadership working in MHPSS/CP in emergency / humanitarian program implementation in conflict or immediate post conflict environments.
• Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; ability to work with a broad spectrum of people.
• Proven experience supervising and providing case management services and support.
• Good knowledge and understanding of international guidance and best practices in MHPSS, child protection.
• Good understanding of MHPSS and CP programming and best practices is preferable
• Strong proficiency in budget management, grants management and reporting.
• Strong coordination and project management skills.
• Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
• Competent in Windows, MS office programs, emails and relevant database.
• Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
• Good coping strategies in stressful and emergency situation, calmness is a requirement
• Fluent in spoken and written English.
• Fluency in Arabic a strong advantage.

ADDITIONAL TECHNICAL OR LANGUAGE REQUIREMENTS

Arabic Language is a Plus
Knowledge of the context and previous work in the Gaza Strip is a Plus
